PMA 262 Communications & Networks Operations Program Analyst 

Description
  • Develop and Maintain the IPT Program Plan as directed (Charter, Calendar, Org Charts, etc.)
  • Assess program procedures, processes, practices, philosophies, and documentation for compliance with specifications, contracts, budget/funding, and mission requirements.
  • Collect, coordinate across the IPTL and prepare timely responses to the Level I's, Front Office and PEO taskers. Act as the central entry point for data calls.
  • Facilitate communication with other IPTs within the PMA (Ops to Ops coordination)
  • Record and track action items from routine meetings, technical exchanges and program reviews.
  • Collect, format and perform quality assurance of weekly team slides for leadership meetings.
  • Attend cross team meetings and provide feedback concerning issues that affects the Communications & Networks IPT.
  • Attend, participate, provide coverage, support, analyze, provide input, develop, prepare, present and report on briefs, correspondence, meetings, conferences, and review boards
  • Serve as the lead for Communications & Networks IPT collaboration environments and data repositories such as PMA ShareDrive, SharePoint, Topview, etc. Manage access and coordinate with external entities (including technical representatives of the Triton development effort as well as service providers) to ensure that collaboration environments and data repositories are organized and satisfying level 2 IPT purposes.
  • Maintain a file of critical acquisition, engineering, test, and logistics documentation for the IPT
  • Maintain and provide continuity binders to assist with IPTL turnover.

Financial:

  • Inputs, Tracks, and Updates Common Spend Plan Tool (CSPT) across all appropriations.
  • Support as a financial analyst and monitor CSPT and TOA to assist in timely obligations, input requirements in to CSPT, update SPIDs as needed.
  • Support staffing development needs via Team Work Plan (TWP).
  • Collaborate with the IPTLs, BFMs and contracts for releasing funding PIDs.
  • Collect team travel requests and manage approvals in an Excel tool. Acquisition:
  • Track and support contract milestones from Procurement Planning Meetings, Release for Proposal (RFP), Technical Evaluation, Negotiations, to Contract Award utilizing the Procurement Management Tool (PMT).
  • Utilize business and technical methodologies to provide support of hardware, software, and service acquisition and life cycle management.
  • Maintain reference contract documentation for the IPT.
  • Support the development and execution of program acquisition documentation and processes such as Acquisition Plans (AP), Acquisition Strategy Sessions, Procurement Initiation Document (PID), Statement of Work (SOW), Contract Data Requirements List (CDRLs), funding documents, contract awards and modifications
  • Disseminate Communications & Networks IPT changes or CDRL documents with Configuration/Data Management .
  • Coordinate contract actions with the following teams: Acquisition, Contracts, Business Financial Mangers (BFMs), Cost, Engineering, Logistics and International.
  • As a collateral duty, assist the Communications & Networks IPT level 2 IPT with administrative functions. Tasks include conference room and telephone service reservations, coordination with PMA Operations (action items, travel, and office logistics), and provision of meeting support (presentation material coordination, minutes and action items).
 
Position Requirements
  • Degree: Bachelor of Science preferred
  • Yrs. of Experience: A minimum of four years of general experience related to weapon systems acquisition, including logistics, research and development, configuration management or systems analysis/design.
  • Demonstrated knowledge in one or more of the following areas: program management, systems engineering, system acquisition, financial management, test and evaluation or integrated logistics support.
  • Demonstrated knowledge, and/or familiarity with the Navy systems acquisition process, including pertinent Military Standards.
  • Demonstrated knowledge, and/or familiarity with the Company’s internal administrative and information technology systems including the word processing, spreadsheet, and database systems used to support the statement of work.
