Description

Tuknik Government Services (TGS) currently has an opening for a Master Scheduler to support our government client in Washington, DC. Must be able to obtain a Public Trust clearance.

The Integrated Master Scheduler for the Transition Management Office (TMO) is an integral component of a team supporting a Federal client’s organizational and digital transformation. The Master Scheduler job is a mid-level, role for someone with at least 7 years of experience in the field including a minimum of 3 years in a Master Scheduler role. The TMO Master Scheduler is responsible for managing the pricing, estimating, and operational resources responsible for assisting with developing the cost volume, basis of estimates (BOE), work breakdown structure (WBS), organizational breakdown structure (OBS), project schedules, risk assessments, and other program-related plans and deliverables in an IT Telecommunications environment. Define schedule metrics and monitor schedule process. Review, compare, analyze and report schedule performance against baseline plans. Provide management with recommended and actionable actions to address variance and predict future performance. Participate in the preparation of written cost and schedule variances, as well as maintaining the Integrated Master Schedules (IMS).

 

Responsibilities:

 

  • In conjunction with the Project Manager, and with input from the cross-functional team, generate, publish and maintain an accurate a Master Schedule, using MS Project, showing the tasks and resources required to deliver on-time, per customer requirements and milestones
  • Work closely with TMO, development, operations and other project teams to develop detailed schedules, keep these schedules current and seamlessly integrated into the Master Schedule
  • Provide hands-on development of layered schedules detailing how a specific project is progressing including how the project contributes to overarching program requirements and objectives
  • Develop and maintain linkages, dependencies and inter-dependencies with related projects
  • Identify major milestones, decision points, project life-cycle and other project events
  • Manage the resource loading and leveling and support program financial reporting and revenue recognition
  • Identify critical path, critical tasks, resource constraints and task dependencies.
  • Set and maintain the baseline schedule and track all changes to the baselined schedule.
  • Perform ‘what if’ scenarios within the schedule
  • Develop schedule version control processes, policies, and procedures and ensure they are followed during the development and maintenance of schedules and adheres to the USDA project control and TGS standard
  • Perform schedule estimating through elicitation of team members and other stakeholders to capture estimations of new work, updated actuals and remaining work
  • Champion and support continuous Risk Mitigation and Issue Management through schedule analysis
  • Generate schedule reports based on planned vs actual work
  • Develop and maintain Stop Light (red, yellow, green) report on tasks in progress (WIP)
  • Ensure work products are delivered on schedule with the utmost care
  • Develop resource loaded and level project schedules using the performance work statement (PWS), technical proposal, WBS, and oral directions from senior project managers and technical leads
  • Ensure internal and external dependencies are documented and tracked for risk management
 
Position Requirements

Required Knowledge, Education, Skills and Experience:

 

  • 7 + years’ experience developing and maintaining schedules in MS Project is required.
  • Experience converting MS Project schedules to PDF, Word, Excel, and PowerPoint is required
  • Must be a self-started and able to conform to shifting priorities, demands, and timelines
  • Strong communications skills with the ability to work with the functional areas to identify and maintain all schedule tasks and dependencies
  • Experience support Telecommunications or information technology projects

 

Desired Skills:

 

  • Previous Federal consulting experience
  • University degree or college diploma in the field of Computer Science, Information Technology, business-related field, or equivalent required.
  • Preferred Project Management Professional Certification (PMP) along with active maintenance of certification throughout employment.
  • Preferred Scheduling Professional (PMI-SP) Certification or AACE PSP

 

 

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, perform simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move items that weigh up to 25 lbs. Specific vision abilities required for the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
