Procurement Specialist

The Richmond Behavioral Health Authority has a full time position available for a Procurement Specialist to perform intermediate skilled administrative support work assisting with the development, revision and administration of RBHA purchasing procedures, clarifying procurement procedures and practices for staff, communicating changes and updates in procedures to appropriate staff, ensuring that the Authority acquires the necessary goods and services in a timely manner, developing procurement documents, handling advertising, negotiation and selection notification process, assisting with coordinating the development and processing of contracts, and related work as apparent or assigned.

Job Duties:

  • Assists the RBHA with complying with Virginia’s Public Procurement Act (VPPA); guides internal staff to ensure compliance with VPPA and RBHA internal policies/procedures.
  • Maintains all procurement records to include contract and MOA/MOU databases and other procurement documentation.
  • Performs contract administration functions to include tracking contract expiration and other demographic data, serving as liaison between RBHA and its vendors/contractors to resolve problems or any vendor contract performance related issues and providing guidance to vendors/contractors.
  • Recommend increases/decreases or other changes to contract terms and conditions
  • Assists with the Authority’s effort with the purchasing or procurement process; develops solicitations when needed; organizes and schedules related meetings, activities and deadlines; conducts pre-bid/proposal conferences when needed; prepares contract documents and MOU’s/MOA’s.
  • Assists Divisions in obtaining quotes and sourcing information and on other small purchase procedures.
  • Provides eVA and/or website updates for active procurements; keeps abreast of industry and statutory changes.

Knowledge, Skills and Abilities:

Thorough knowledge of standard office procedures, practices and equipment; excellent written and verbal skills; strong organizational skills, strong computer skills including Microsoft Office; general knowledge of the Virginia Public Procurement Act and electronic procurement (such as the Commonwealth’s electronic procurement system); general knowledge of purchasing procedures, methods and practices; some knowledge of accounting principles; ability to maintain inventory records and to prepare reports; ability to make arithmetical computations quickly and accurately; ability to operate a variety of office and data processing equipment; ability to establish and maintain effective working relationships with associates, vendors, contractors, consultants and the general public.

 
Position Requirements

Education and Experience:

Associate’ s degree with coursework in procurement, business administration, or related field and moderate experience working with the Virginia Public Procurement Act in a procurement office, or equivalent combination of education and experience.

Special Requirements

  • Must have VCA or other industry certification required
  • Valid driver's license in the Commonwealth of Virginia

  • Knowledge of the APSPM and VPPA

  • Experience with eVA Virginia's eProcurement Portal

Starting Salary Range $51,430.46
