ENTRY - LEVEL

The Human Resources Administrator works closely with the Senior Vice President of Human Resources (SVPHR) to effect the strategic goals of the departments of Human Resources and Safety & Security as well as PAFA as a whole. Reporting to the SVPHR, this position carries out responsibilities in the following function areas: administrative support, benefits, on-boarding, payroll processing, and specialized administrative tasks and services to support effective and efficient operations of the HR Department. Assignments may include compiling and analyzing data, coordinating multiple concurrent activities, and interacting with individuals and groups at most levels in the organization. This position requires an extremely perceptive and confidential person who can relate to individuals at all levels of the organization. The HR Administrator is an ambassador of PAFA’s values taking care to balance the needs of PAFA and the members of the community. Also, this position contributes to the continuous development of the HR function and team welfare to ensure a great working environment and culture.

ESSENTIAL FUNCTIONS:

The essential functions of the position are:

Administrative Support

  • Schedule meetings, interviews, and HR events and maintain agendas and calendar.

  • Records minutes of meetings, employee consultations, and disciplines as assigned.

  • Attends all board meeting to facilitate the virtual meeting technology, recording, and PowerPoint presentations.

  • Prepare a variety of complex reports and data for various departments and external agencies.

  • Arrange travel accommodations and process expenses for departmental credit card.

  • Maintain digital and physical personnel records in accordance with current laws and regulations. Responsible for performing regular audits of HR files and records to ensure that all required documents are collected and filed appropriately.

  • Conducts or assists with record audits and mandatory reports, which may include I-9 audits, EEO-1 filings, payroll audits, and other compliance reviews.

  • Provides high level of customer service by answering employee requests and questions

  • Updates and distributes organizational chart on a monthly basis.

  • Updates and distributes phone directory on a monthly basis.

  • Assists the SVPHR with projects as assigned

Benefits

  • Process employee benefits payments and serve as liaison to vendors contracted with to provide medical/vision, dental, life, STD/LTD, workers compensation, unemployment, and flexible spending. Reconcile and process monthly carrier invoicing and submit for timely processing.

  • May assist the SVPHR with plan administration of the retirement plan.

  • Verifies unemployment claims and submits them to the SVPHR for approval in a timely manner.

  • May assist with benefits counseling and administration, including communicating benefits information to employees, change reporting, and providing back-up to the SVPHR.

Office Management

  • Overseeing general office operation.

  • Greeting visitors, answering a high-volume of incoming phone calls and delivering world-class service to our customers.

  • Coordinating appointments and meetings and managing staff calendars and schedules.

  • Coordinating domestic and international travel, including flight, hotel, and car rental reservations.

  • Purchasing office supplies, business cards, and equipment and maintaining proper stock levels.

Personnel Actions & Payroll

  • Responds to routine inquiries from inside/outside the PAFA on employee verifications

  • Process, coordinate and follow up on employee worker’s compensation claims. Act as liaison with agency worker’s compensation carrier, including setting up claims review meetings on a regular schedule.

  • Assists the SVPHR with the processing of employee leaves of absence in accordance with PAFA policy and all applicable labor laws.

  • Performs surveys relating to personnel, wages, census, etc.

  • Assists with payroll processing by obtaining payroll information and time records for approval by the SVPHR.

 
Position Requirements

Required

  • Bachelor’s degree and 2-3 years of relevant work experience, specifically 2+ years of Recruiting

  • Excellent communication skills, both written and verbal

  • Strong interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, and diplomacy.

  • Ability to create and implement sourcing strategies for recruitment for a variety of roles.

  • Familiarity with laws, regulations, and best practices applicable to hiring and recruitment.

  • Proficient in Microsoft Office Suite, specifically Microsoft Excel

  • Proficiency with or the ability to quickly learn applicant-tracking software or other recruitment systems

  • Highly autonomous and self-motivated

Preferred

  • Experience in higher education a plus

  • Proficient with or the ability to quickly learn HR Information Systems (e.g. Applicant Tracking Systems, HR Databases, report writing, etc.; previous experience accessing, inputting, and compiling data

  • Ability to manage multiple tasks and projects at once
