Description

Primary Responsibility: Under minimal direction, performs substantive and complex legal and analytical work in a wide-range of functional areas that requires knowledge of legal concepts; federal, state, local laws and regulations; legal and historical research; and judicial, legislative and administrative processes. This is a professional staff position responsible for researching, recognizing, evaluating, organizing, analyzing, interpreting and communicating relevant data, facts, and legal concepts to attorneys, management, and elected officials on varied and complex legislative, administrative, environmental, and organization issues.

Primary Job Duties:

  • Prepares motions, briefs, legal memoranda, and statements of issues.
  • Reviews and files pleadings, petitions, and other documents relevant to court and administrative actions.
  • Assists with hearing administration, processing motions, preparing case documents, and procedural functions.
  • Coordinates the delivery of subpoenas to witnesses and parties to actions.
  • Reviews, studies, searches, and annotates laws, court decisions, documents, opinions, briefs, and related legal authorities.
  • Researches legal documents to investigate facts and law of cases to determine causes of action and to prepare cases.
  • Compiles references on laws and decisions necessary for legal determinations.
  • Researches and analyzes legal and regulatory sources to prepare drafts of briefs or arguments for review, approval, and use by the County Attorney.
  • Prepares affidavits of documents and maintains document files and case correspondence.
  • Performs research, compiles and analyzes information/data regarding a variety of administrative, legislative, management, and organizational issues.
  • Identifies issues and determines analytical standards in consultation with supervisors, managers, directors, elected officials and departmental personnel, and other individuals/experts.
  • Gathers relevant data, information, and/or documentation from a variety of sources. Develops or assists in developing recommendations and/or courses of action.
  • Researches and prepares executive memoranda and reports on various complex legal topics. Compiles and evaluates information in preparation of writing reports. Presents background information. Outlines findings and recommendations. Delivers public presentations before local, state, and federal regulatory agencies.
  • Monitors existing and proposed legislation on issues relating to County and intergovernmental relations. Researches legal issues pertaining to such legislation, and makes recommendation as to impacts or potential impacts of such legislation on the organization. Communicates verbally and in writing applicable information to County management. Interacts with local, state, and federal regulatory officials and personnel to coordinate legal and regulatory efforts.

Additional Job Duties:

  • Files legal documents with appropriate court and/or administrative personnel through various means; ensures that copies of documents filed with the court are confirmed by court personnel.
  • Coordinates meetings, depositions, witness appearances and hearings; notifies participants of same; makes physical arrangements for meetings; coordinates travel arrangements for County Attorney's Office staff and witnesses.
  • Creates and maintains tickler system to ensure timely actions for court deadlines, court hearings, administrative hearings, and work progress and correspondence in accordance with applicable rules, regulations and procedures.
  • Serves as notary public, including administering oaths and affirmations, taking proof of execution and acknowledgments of instruments and attesting documents.
  • Establishes and maintains filing system for legal cases; establishes a procedure for purging legal files.
  • Maintains legal books/publications in office law library by updating books, inserting, deleting or modifying pages and/or supplements.
  • Photocopies reports, briefs, pleading, charts, memos, and other documents for staff.
  • Prepares invoices; orders supplies and equipment.
  • Shreds confidential documents.
  • Reads and routes incoming mail and composes routine correspondence in accordance with established procedures; processes outgoing mail.
  • Performs other related duties as assigned by the County Attorney and any duties needed to stabilize an emergency situation.

Hours:

Work is generally scheduled Monday through Friday, with some evening meetings.

 
Position Requirements

Qualifications:

  • Education: Bachelor's degree from an accredited four-year college or university; substantive paralegal training or certification; and four to five years of progressively responsible related experience with background in legal research and writing; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Knowledge of the principles, procedures, and legal standards to provide professional-level analytical assistance in such areas as: development of management/administrative policies and procedures; analysis of existing and proposed legislation, legal standards and regulatory mandates; development and/or administration of contractual agreements; grant monitoring and administration; local, state, and federal statutes, case law, and regulations; local, state, and federal government operations; principles and practices of information management and computer applications related to work.

Ability To:

  • use tact, discretion, initiative and independent judgement within established guidelines;
  • identify, research, and gather relevant information from a variety of sources;
  • read and interpret complex written materials;
  • analyze and evaluate data, procedures, and interrelated processes and other information;
  • formulate conclusions and/or alternatives and develop effective recommendations;
  • use work-related computer applications, including e-mail, word processing, spreadsheets, databases and the internet;
  • prepare well organized and accurate documents such as reports, memos, and correspondence;
  • synthesize ideas and factual information into clear and logical written statements;
  • speak clearly and concisely in order to express ideas and communicate work-related information to a variety of groups and individuals;
  • listen, ask appropriate questions and effectively elicit information from varied and diverse groups;
  • establish and maintain effective working relationship with staff, officials, and the general public.

Certifications:

  • Must possess FEMA ICS 100 and 700 certifications within six (6) months of employment.
  • Must be a current notary or obtain notary certification within 6 months of hire.
  • Must possess a valid Colorado Driver’s license without any restriction due to driving record. Must also be able to drive a county vehicle.

  • Physical demands are described as sedentary (exert up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body.
  • Involves sitting most of the time but may involve walking or standing for brief periods of time). Legal research and preparation of documents and other tasks may require sitting or standing at a computer for several hours.
  • Specific vision abilities required by this job include close vision.

Experience:

  • Four to five years of progressively responsible related experience with background in legal research and writing; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Previous governmental experience required.

Salary Information $25.96 - $27.26 / hour DOQ. The salary range for a Paralegal is $25.96 - $38.94 / hour.
