PARATRANSIT DRIVER

OVERVIEW: This is for a Paratransit Driver to serve health and substance use disorder treatment related transport needs of clients receiving services from Klallam Counseling Services. This position includes safe operation of small and large transit vehicles. The ideal candidate will have good customer service skills and the ability to maintain compliance with HIPAA (Health Insurance Portability Accountability Act) and 42CFR regulations. The individual must be a team player.

SUPERVISED BY: Treatment Program Manager

POSITION STATUS: Regular full-time non-exempt. This position includes medical, dental, life insurance, retirement, annual/sick leave benefits

SALARY:

WORK SCHEDULE: Monday through Friday 8:00 am - 6:00 pm. Hours may vary based on agency needs. Occasional weekends for a scheduled activity.

ESSENTIAL FUNCTIONS:

Operates tribal vehicle(s) to transport LEKT patients to health and substance use disorder treatment related appointments. This includes transportation out of Clallam County when required for client care.

Assist passengers when entering and leaving vehicle including wheelchair passengers.

Communicate access and/or loading problems to supervisor.

Maintain passenger and vehicle usage records including documentation required for billing submission when appropriate.

Keep vehicle interior clean. Report any vehicle maintenance concerns to supervisor.

Maintain an efficient shuttle transportation route and effectively communicate with clients pick up and drop times and locations.

Submit incident/accident report to supervisor or designee within 24 hours.

Responsible for keeping updated on all transportation policies and procedures.

Must get prior authorization from supervisor or designee to transport passengers.

Maintains confidentiality of information on all passengers who are transported.

Keep the Treatment Program Manager and Patient Service Representatives informed of how to contact you during transports or shuttle routes.

Maintain high standards of ethical and professional conduct at all times.

When not transporting, preforms back up reception as needed and assists reception with data entry or light clerical work as needed.

Preform other related duties as assigned by the Treatment Program Manager which includes assisting other staff when available.

Attend Lower Elwha Health Department All Staff Meetings and Klallam Counseling Services All Staff Meetings.

Participate in team drills, codes and promotion and participation of quality improvement activities.

Adhere to all approved policies and procedures of Klallam Counseling Services, The Lower Elwha Health Department and the Lower Elwha Tribe.

Other duties as assigned by supervisor.

DESIRED QUALIFICATIONS:

Must have current Washington State driver's license and an insurable driving record.

Must not have any restrictions on their Washington State driver's license. This includes a SR-22 requirement.

Must have the ability to obtain Paratransit Driver Certification of Completion when offered.

Must have clean driving and criminal record of at least three years. Applicants must pass a background check and meet DSHS requirements. Applicants must also provide a passing Driver Abstract Report.

Must pass a new hire employment drug screening as well as periodic testing throughout employment.

If past drug/alcohol abuse exists must have a minimum of 1 year clean.

If past client of agency, must not have been a current client in the past year.

Must have a working telephone or cell phone for contact.

Must be tactful and respectful to passengers with high regard to confidential matters.

Must be able to communicate with staff and tribal community.

Must be able to pass the IHS HIPAA training and sign the Oath of Confidentiality form required

by LEKT.

Must have knowledge or experience using computers, copiers and fax machines.

Must have a high school diploma or GED.

Must be able to pass the IHS 'ISSA' Information Systems Security Awareness training and comply with the 'IT' Information Technology Department to gain access to a computer for pertinent emails, communications, actions and updates that all employees receive regularly.

Ability to comply with department and Tribal policies and procedures.

Ability to work independently, make decisions, and maintain program goals and priorities.

Ability to communicate effectively both orally and in writing.

Ability to pass a criminal background check.

Working knowledge of the service area required.

Good knowledge of the safe operations of vehicles and the Washington State Motor Vehicle Laws.

Ability to document and report transports accurately, correctly and timely.

Ability to submit accurate, complete transport reports to the Treatment Program Manager.

PHYSICAL REQUIREMENTS:

Must be able to lift and carry at least 25 pounds and load/unload wheelchair.

Sitting, standing, stretching or reaching for objects.

Must be alert, attentive and focus when operating a vehicle.

Must be able to sit in a vehicle for long periods of time.

OTHER REQUIREMENTS:

Must be able to comply with the Lower Elwha Klallam Tribe 'Drug-Free Workplace' policies.

Must be able to comply with the Lower Elwha Klallam Tribe 'Employee Handbook' policies.

CONDITION OF EMPLOYMENT:

This person must be of the conviction that alcoholism and other drug addiction are treatable illnesses and public health problems.

This person must sign an oath or permanent confidentiality covering all client related information.

ATTACHED ADDEDUM #1 Addendum 'Standards of Practice' MUST BE SIGNED.

Addendum #1: STANDARDS OF PRACTICE

Effective: June 4, 2018

PARATRANSIT DRIVER

The following standards apply to all Paratransit Drivers and attendants:

Drivers Must Not:

Make sexually explicit comments, or sexual favors;

Accept or solicit medication from clients;

Accept or solicit money from clients;

Use alcohol, narcotics or drugs, while on duty (unless prescribed and the driver can still perform his/her duties in a safe manner). Driver must report use to Treatment Program Manager.

Eat or consume any beverage while operating the vehicle or while involved in client assistance;

Smoke in the vehicle. NOTE: This rule also applies to clients;

Use cell phone while driving; or text on cell phone while operating a vehicle

* If Supervisor calls and you are on the road, you are to pull over and either take

call or call back when able to stop, as there could be a change of route or routine of duty;

Be responsible for passenger's items left in vehicle;

Discuss tribal politics;

Convince client to make other arrangements or to cancel transportation if you are planning a day off.

Choose to not transport a client based on personal bias.

Drivers Must:

Check with the Treatment Program Manager each day for changes in route or routine of daily activities. It is the responsibility of the Driver to update their daily schedule routinely.

Treat all passengers with respect;

Exit the vehicle to open and close doors when passengers enter or exit the vehicle and provide assistance as needed to or from the main door of the place of destination;

When necessitated by the client's condition, assist the passengers in the process of being seated, including the fastening of the seat belt;

Be clean and maintain a neat appearance at all times;

Be responsible for their own (driver) meals while transporting a client. No per diem is permitted.

Notify Treatment Program Manager at least two hours prior to an assignment that he/she is unable to perform if sick or facing and emergency, to allow for a fill in to be arranged.

If a brief absence is for planned PTO, you must submit a leave slip prior to absence, obtain approval, AND you must find coverage of a suitable, qualified replacement;

Treatment Program Manager if you plan to be on an extended leave. If it is for PTO, you must work with the Transportation Coordinator AND the Wellness Manager to assist you in finding a suitable, qualified driver to cover your extended absence AS WELL AS a leave slip submitted AND approved prior to absence.
