Interactive Government Holdings, Inc. (IGH) has an immediate need for an experienced hands-on Proposal Manager. The Proposal Manager will be key to responding to U.S. Government and Civilian Agency RFPs, RFQs and RFIs. The Proposal Manager is a key contributor with a significant level of responsibility for ensuring proposals are developed to provide the highest probability of winning work. The ability to meet deadlines, a commitment to teamwork, and detailed follow-through are the keys to success in this role. Qualified candidates will be proficient in planning and managing proposal development activities from kickoff to delivery, and developing and creating questions templates, cost and technical proposal templates, past performance write-ups/past performance questionnaires, etc. in accordance to the PWS/SOW and instructions. Experience in all aspects of proposal compliance, beginning with the development of compliant outlines through compliance checks incorporated in color team reviews, and ultimate sign-off on the compliance of the final proposal product is required. Experience with final proposal production, desktop publishing, printing/reproduction and hard/soft copy delivery is also required.

Position Requirements

Responsibilities Include, But Are Not Limited:

  • Managing proposal lifecycle (e.g. plan, provide strategy input, organize and schedule, develop, check compliance, color reviews, report status, and produce)
  • Manage proposal efforts with the subcontractors as well as our internal resources
  • Manage technical volumes & sections, including technical & management approaches, personnel & staffing approaches, past performance, corporate experience and key contracts
  • Write proposal content (i.e., Executive Summary, Technical and Management Approach, and Past Performance Descriptions)
  • Interview Subject Matter Experts (SMEs) and revise/rewrite draft material provided by technical and other sources
  • Evaluate technical sections - text, layout, graphics, etc. - for storytelling quality, consistency, coherence, clarity, and compliance with technical requirements and for alignment with solutions and themes
  • Coordinate/schedule proposal milestones with the proposal team to ensure all timelines are met
  • Ensure proposals are in accordance with relevant Government instructions
  • Regularly monitor for Amendments, Q&A, or other updates to solicitations both during the proposal process and post-submission
  • Participate and evaluate business opportunities and recommend bid/no bid positions
  • Daily monitoring of several different Federal Procurement Databases for potential opportunities. Search/Review opportunities listed in FBO, bata.SAM.gov, eBuy and GovWin
  • Coordinate lessons learned post proposal
  • Oversite of proposal staff
  • Simultaneously manage multiple tasks in a fast-paced, deadline-driven environment, which may require additional work hours on occasion

Desired Skills and Experience:

  • Education: Bachelor’s degree
  • Knowledge of and training in the Shipley Proposal process
  • A minimum of 8-10 years’ experience with direct proposal and/or support activities
  • Proposal experience in Federal civilian agencies and/or DOD is required
  • Advanced user of Microsoft Office; including use of Styles in Word
  • Advanced user of Microsoft SharePoint as a collaboration and document management platform
  • Proficient in Excel and PowerPoint
  • Ability to develop proposal graphics is a plus
  • Experience working in the proposal process and developing storyboards, mock-ups, proposal outlines, and compliance matrices
  • Highly organized, team-oriented, enthusiastic, self-starter, and collaborative
  • Ability to prioritize work and juggle simultaneous bids at various stages and with various complexities
  • Experience and knowledge in the Federal acquisition process and the use of one or more BD-oriented databases such as GovWin, FBO, beta.SAM.gov, and FPDS is required.
  • Excellent verbal/written communication skills and strong attention to detail and interpersonal skills is required.
  • Certified proposal training from Shipley Associates or similar professional training highly desired
  • APMP or PMP certification will be viewed favorably
