Description

Provide support to develop, implement, and evaluate financial management analysis, measurement and evaluation processes, which includes coordinating and integrating resource planning, performance and business analysis.
• Provide support to develop multiyear budget and investment strategies using engineering and logistics management and performance assessment.
• Assist in performing cost-benefit analysis and/or reviews (at least quarterly) and recommend appropriate resource allocation based on analysis and priorities.
• This will include activities that pertain to the HQ Spend Plans versus actual expenditures, Travel ceilings and uses, Contract Services ceiling and uses, Aged Vacancies reviews, and any other related business operations activity.
• Provide support carrying out analysis of suitability, proposed effectiveness and unintended consequences/secondary effects of resource requests.
• Provide top-level management attention to balancing resource distribution within CG-4.
• Attend budget sensitive meetings and work directly with CG-4B to develop, coordinate, and support the CG-4 Budget, Spend Plans, Travel Ceilings and Balances, Funds Transfer Authorizations, Service Contract Ceilings and Balances, Un-Delivered Obligations / Commitments, etc.
• These activities will include reviews, reconciliations, report writing, policy writing, SOP/procedure write-ups, and other related activities.
• Maintain the CG-4B internal web portal and external website.
• Coordinate and consolidate the Week Ahead Report (WAR) for submission to CG-4B on a weekly basis.
• This includes reviewing the information – dates, language, structure, etc. – before sending the report to the Front Office Staff.
• Provide support in maintaining an existing action item and correspondence tracking system to verify the accuracy of actionable item timeframes and response deadlines are being met.
• Submit all findings and supporting documentation to CG-4B for review and reach out to all appropriate parties for updates and submissions.
• Maintain document version control for CG-4B deliverables, tasks and any related documentation as requested using the Task Management System (TMS).
• Review and update the CG-4B lead /entered /assigned deliverables, tasks and any related documentation and provide emailed status reports weekly or as requested.
• Provide audit/internal control support to the CG-4 Internal Controls Coordination Management Team (ICCMT) and the related activities.
• These activities may include assisting CG-4B with the USCG Internal Control Program Annual Statement of Assurance Requirements COMDTINST 5700.10B and Federal Manager's Financial Integrity Act Section 2 of 1982.
• Review and submit recommendations concerning logistics information technology requirements with respect for technical data requirements, and integration with legacy USCG IT systems in relation to financial data.
• The Contractor shall participate in technical reviews, in-process reviews, and validation/verification, and test activities to evaluate computer hardware and softwar supportability.
• Provide support to execute, develop, maintain, follow-up, and advisement on resources activities that include reports and reviews on vacancy reports, PC&I related billets, antecedent liabilities, special / pass-thru funding, and/or any other business operations related activities. This may include the write-up and presentations of observations, advice, and policies/SOPs.
• Provide support to execute, develop, maintain, follow-up, and advisement on any special tasks that are related to the business operations team’s (CG-4B’s) data calls, assignments, and/or deliverables.
• Assist with proposal development, if necessary.
