Program Analyst

Area/Program Focus: Mental Health and Violence Prevention

Job Summary: This position has primary responsibility for designing and implementing monitoring, evaluation, and compliance activities for programs within the Mental Health Division, including managing data and supporting staff compliance with data collection requirements, accessing and integrating external data sources into analysis and reporting, and reporting deliverables and outcomes to funders, CCEB Board and leadership, and other key stakeholders. The Program Analyst will also support program development by identifying evidence/research-based practices and program models relevant to the work of the department and conduct other research and analysis tasks as needed.

Reports to: Director of Mental Health


  • Monitor program processes and outcomes:
    • Design data collection tools needed for program implementation and evaluation
    • Support program staff compliance with data collection requirements, including monitoring compliance, monitoring data accuracy, working with program staff to achieve and maintain compliance, liaising between staff and program leadership around compliance issues.
    • Train program staff in data collection tools, including training on CCEB and third party databases
    • Report to program and agency leadership and funders on progress towards output and outcome goals.
  • Evaluate program outcomes:
    • Collect and analyze program and client outcome data, including developing and maintaining relationships needed to access externally held data
    • Produce timely, accurate, high-quality reports on evaluation results for program and agency leadership, funders, and external stakeholders
  • Ensure compliance with agency and external program requirements:
    • Monitor deadlines and ensure timely compliance with program requirements
  • Support divisional decision making:
    • Formulate logic models, goals, and target-setting for new and existing programs, including developing outcomes and evaluation processes
    • Identify evidence/research-based practices and program models
    • Participate in discussions about strategic directions of division programs
  • Other duties as assigned

Success Metrics:

  • Programmatic Analysis is used for leadership decision making
  • All programs are evaluated in a consistent and best-practice manner
  • Results and indicators are reported consistently in a way that aligns with best practices
  • All programs are in compliance with contracts and with internal targets
Position Requirements

Required skills and qualifications:

  • Master’s level degree in social work, human services, public health or related field or a minimum of five years of experience in program development and evaluation
  • Qualitative and quantitative data analysis skills
  • Excellent interpersonal and communication skills (oral and written).
  • Excellent technology skills including database & Microsoft Office Suite
  • Excellent analytical and problem-solving skills
  • Strong consultative and project management skills and ability to work efficiently and effectively both autonomously and in small teams
  • Strong and consistent attention to detail and follow-up skills
  • Ability to manage multiple and diverse programmatic responsibilities
  • Ability to network and interact internally and externally
  • Strong commitment to CCEB’s mission of helping lift people out of poverty

Necessary Forms of Communication: Computer and Internet literacy. Phone and Email. Reading, Writing, Hearing, Speaking, and Understanding English

Benefit Status: The Program Analyst is eligible for benefits, including Benefits include Medical, Dental and Vision insurance; 403(b) Retirement Plan with employer contribution, paid vacation, sick leave, and holidays (17 days in 2019); Life and Accidental Death and Dismemberment (AD&D), Short-Term and Long-Term Disability Insurance, and Employee Assistance Program, Flexible Spending Account.

Full Time/Part Time Status: Part-time, Non-Exempt, 25 hours/week

Overtime (FLSA) Status: Non-Exempt
