Description

Tuknik Government Services (TGS) is seeking an experienced Management Analyst/Project Manager with a Top Secret Clearance for our opening in Washington DC. The PM will support TGS and our government customer.

The Management Analyst/Project Manager shall advise and provide project management and oversight support to the government lead to track system progress, mitigate any risks and/or project problems, and work with the development team and the stakeholders to implement solutions. Some of the required taskings include drafting and maintaining design documents, compiling metrics, manage risks, capture and manage requirements, interact with stakeholders on a weekly basis, facilitate testing and user acceptance for all releases, draft meeting minutes, and recommending process improvements to minimize any obstacles that may hinder development and project performance. Also serve as deputy system lead in the absence of system lead, with a designated government employee to serve as the decision maker and complete any ad hoc requests from the system lead.

Additionally, you may be asked to serve as Change Management lead, running CAB board meetings and updating the system of record (Rational or Jira) for the applications supported. There may be instances where you will provide Tier 2/3 support in resolving help desk tickets in the absence of dedicated staff to support this role. Rational administrator, creating queries and making changes to rational as needed to better serve the team/system lead. Create and maintain project schedules for special projects and planned releases. Create executive management presentations as needed. Develop and maintain user guides & training documentation. Working with stakeholders to develop user communications for system outages/updates. And fulfill other duties as requested from the government or company lead as needed.

Essential Duties and Responsibilities:

  • Ability to plan, direct, coordinate, and control administrative and technical activities for a project
  • Perform Scrum Master and Change Management duties associated with their designated system
  • Project and master schedule Maintenance for executive and customer oversight via SharePoint (MS Project)
  • Maintain SharePoint system review page, project risk registry & project action tracker
  • Maintain customer service requests via Jira and/or Rational Database
  • Documentation of requirements that accurately define business needs, are worded appropriately to be understood by engineers and others needed to implement the requirements, are testable, and define a requirement rather than a solution.
  • Expertise to guide subject matter experts (SME) in defining their requirements, decomposing these requirements into finer level requirements, and in capturing derived requirements and constraints.
  • Collection, traceability, and change control of all requirements for projects within FFTS.
  • Analysis and reporting on stakeholder activity, changes, volatility, and other aspects that would assist program and project-level managers in anticipating and resolving issues.
  • Working with stakeholders for testing and user acceptance test development.
  • Meeting facilitation / Customer Interfacing
  • Experience and understanding of systems and systems development to be able to assess the impact on the project of technical issues and potential mitigations
  • Development of presentations and reporting as required
 
Position Requirements

Required Experience, Knowledge, Skills & Abilities:

  • Top Secret Clearance required.
  • Bachelor’s Degree required.
  • 6 years of total experience required
  • 3 years of related experience required
  • MS Project
  • Ability to manage workload and development tasks
  • Strong problem solving and organizational skills
  • Excellent written and oral communication
  • Microsoft Office Suite (Excel, Word, PowerPoint, Visio, Project) and SharePoint
  • Jira and/or IBM Rational Jazz
  • Experience with Information Builders (IB) / WebFOCUS
  • PMP preferred
  • Jira preferred
  • WebFOCUS preferred
  • IBM Rational preferred
  • Unified Financial Management System (UFMS) preferred

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
