Description

PacArctic is looking for an exceptionally qualified HR SME to provide a comprehensive review regarding total compensation annual review cycle and position classification process to assess their effectiveness and recommend revisions to existing tools and procedures to successfully meet the long-term needs of our government customer.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Support a comprehensive review for Annual Compensation, Cycle, and Staff Position Classification for Locally Employed Staff
  • Review the process, methodology, and analytical procedures for determining Staff salary and benefit adjustments as well as classification
  • Estimate workloads, the required number of positions, skill sets, and training requirements
  • Establish the impact of the Staff position classification system upon character of the customer’s workforce.
  • Review current outreach and communication strategies and recommend approaches to enhance communication with stakeholders and customers about the compensation management process
  • suggest a plan to align the classification of Staff positions, for the work force needed in the next twenty years
  • Estimate the cost, provide justification, and outline suggested steps for introducing each recommendation.
 
Position Requirements

Qualifications:

  • Candidates must be a US Citizen with an active final Secret Level Clearance, per Government requirements
  • In-depth knowledge of standard compensation practices with focus on international compensation, emerging issues in compensation, and detailed knowledge of principles, concepts, theories and methodologies of compensation management and its overall impact on human resources management and total compensation.
  • Knowledge of U.S.G. compensation regulations and practices, DOS compensation regulations Title V, Foreign Service Act.
  • In-depth knowledge of position classification standards.
  • Knowledge of international position classification practices.
  • Knowledge of organizational design and promotion of efficiencies.
  • At least 10 years of experience with international salary and wage surveys.
  • At least 10 years of experience in classification.
  • At least 10 years of expertise in benchmarking.
  • At least 10 years of experience in qualification analysis.
  • At least 5 years of experience working with international organizations within the private sector or government entities.
  • Ability to work independently with little oversight with little day-to-day task oversight.
  • Excellent writing skills.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.
