The National Board for Certified Counselors (NBCC) is a not-for-profit, independent certification organization whose primary purposes are to establish and administer a national certification system and to identify qualified counselors who have voluntarily sought and obtained NBCC board certification. The organizational mission is to advance counseling as the premier certification body of the profession with the vision of enhancing society worldwide through quality counseling. NBCC and Affiliates is comprised of three organizational affiliates: the National Board for Certified Counselors (NBCC), the Center for Credentialing & Education (CCE), and the NBCC Foundation (NBCCF). 


NBCC and Affiliates has operations and partnerships in approximately 40 countries providing professional certifications, occupational credentials, training programs, educational activities, and public mental health services through institutes and residencies. Over 66,000 board certified counselors serve the public and advance mental health efforts across the globe. With a portfolio of nine credentials related to professional counseling, mental health, addictions, human services, and career development, NBCC and Affiliates seeks to expand the professional capacity of counselors and human service professionals. 


NBCC’s primary organizational functions relate to the development and operation of quality credentialing, certification, and quality assurance programs. CCE creates and administers other occupational programs, including education and training activities, and leverages credentials to best serve communities. Additionally, CCE provides management services for associations, boards, agencies, and other organizational clients. NBCCF administers programs focused on capacity building, the expansion of access to mental health services in underserved and never-served communities, and the development of highquality professional development resources for counselors. 


FOUNDATION DEPARTMENT 


NBCCF leverages the power of counseling by strategically focusing resources for positive change with the goal of improving the mental health of the underserved and never-served throughout the world. The Foundation’s primary objectives are to increase the number of board certified counselors and Mental Health Facilitators working with high-priority populations and to engage them in becoming innovators of counseling practices that benefit the underserved. Scholarships, fellowships, and capacity-building grants are our primary tools for accomplishing our objectives. The Foundation’s strategy is to award scholarships to individuals pursuing careers as professional counselors who are affiliated with high-priority populations and who commit to serving them after graduation. Capacity-building grants fund expansion efforts to increase mental health resources in rural and minority communities where access to mental health care is extremely limited. Scholars and fellows also participate in NBCCF-sponsored trainings and receive other academic and professional supports to expand effective practice in their communities. 


POSITION REQUIREMENTS AND RESPONSIBILITIES 


The Program Director oversees the coordination and administration of the Foundation’s scholarship, fellowship, and capacity-building programs, including planning, organizing, and staff oversight and leading and controlling program activities. Existing programs are funded through grant sources and large-scale contributions by affiliate partners, with the Program Director responsible for program budget management. The Program Director will lead the identification and pursuit of new grant programs. Additionally, the Program Director will assess needs and ensure that program objectives are met. 


Duties/Responsibilities: 


Grants Management 

 

  • Identifies potential grant sources for funded programs and prepares grant proposals (including budget development and programmatic planning) for submission.
  • Participates in the preparation of organizational budgets to be presented for approval by the NBCC and Affiliates Board of Directors and ratified by the NBCC Foundation Board.
  • Ensures procedures are implemented and maintained that enable sound fiscal management and accurate reporting, and reduce risk to the safety and stability of the organizational funds, physical assets, and other property.
  • Ensures that fund distributions are delivered ethically, equitably, effectively, and with respect to the priorities as set forth by the NBCC Foundation Board.
  • Manages program projects, including but not limited to grants and execution to ensure adherence to budget, schedule and scope.
  • Participates in the prospecting, development, implementation, and evaluation of grant projects.
  • Prepares grant reports for existing grant-funded programs within guidelines provided by grantor. 


Program Management 

 

  • Leads the implementation and evaluation of Foundation award programs, including but not limited to the scholarship, fellowship, and capacity-building programs.
  • Leads the communications and program staff to implement the design, production, and distribution of program materials, including but not limited to program implementation documents, program announcements, letters/email/social media communications, brochures, grant reports, grant proposals, and website information. 
  • Participates in the development of new methods to educate National Certified Counselors (NCCs) and the public at large about the Foundation and its programs.
  • Provides oversight to the planning, implementation, and evaluation of organizational events, including learning and special events, to educate NCCs and the public at large about the Foundation and topics related to its priorities.
  • Hires, supervises, directs, provides support, and evaluates staff and volunteers in performance of their duties and/or delegates these responsibilities as appropriate.
  • Serves as NBCC representative and participates in Minority Fellowship Program (MFP)-related activities, as assigned. ? Facilitates the initial development of terms and conditions for all grant- and event-related contracts and agreements, in conjunction with Foundation leadership, using model language approved by legal counsel and/or with guidance from legal counsel.
  • Participates in organization-wide planning activities as assigned.
  • Develops and maintains effective partnerships with key local, state, regional, and national networks and organizations.
  • Ensures that all program practices are aligned with the organizational vision, mission, bylaws, and approved policies.
  • Works with NBCC and Foundation leadership in the development of new programs and initiatives to support the strategic direction of the organization.
  • Establishes and maintains relationships with universities, other agencies, and organizations in order to successfully achieve the goals and objectives of the Foundation.
  • Prepares and makes presentations to the board of trustees or senior management as directed.
  • Provides training, consultation, and technical assistance activities when necessary to meet organizational goals and responsibilities.
  • Maintains a working knowledge of the NBCC Foundation’s training and professional development-related policies.
  • Participates in creating new procedures, updating existing procedures, and ensuring accuracy of the Departmental Procedure Manual.
  • Participates in the development, implementation, and evaluation of the Annual Work Plan.
  • Prepares reports for management as needed.
  • Other duties as assigned.
