NBCC and Affiliates has operations and partnerships in 40 countries providing certification, training programs and public mental health services through institutes and residencies. Over 66,000 Board Certified Counselors serve the public and advance mental health efforts across the globe. With a portfolio of nine credentials related to professional counseling, mental health, addictions, human services and career development, NBCC and Affiliates seeks to expand the professional capacity of counselors and human service professionals. NBCC is focused specifically on credentialing, certification and quality assurance, while CCE focuses on providing education and training opportunities and leveraging credentials to best serve communities. Additionally, CCE provides organizational management services for associations, boards and other management clients. The NBCC Foundation engages in capacity building, seeking to expand access to mental health services in underserved and never-served communities and increase the accessibility of high-quality professional development resources for counselors.

The Assessment Department is responsible for managing the development, administration and ongoing evaluation of all assessments offered through NBCC and Affiliates. Housed within the Credentialing and Quality Assurance Division, the department oversees assessments for both accredited and non-accredited credentialing programs, including job analysis-based examinations and standards-based assessments. The Examination Challenge and Appeal Specialist is responsible for reviewing, analyzing, and processing examination challenges and appeals in accordance with the Examination Challenge and Appeal Policy. The Examination Challenge and Appeal Specialist ensures that examination challenges and appeals are responded to and resolved in a professional, expeditious manner and will communicate with appellants and internal and external stakeholders regarding appeal processes and decisions. The Examination Challenge and Appeal Specialist will work closely with NBCC's General Counsel and Chief Legal Officer as well as the examination subject matter experts (SMEs) and other examination committees. The Examination Challenge and Appeal Specialist will also communicate regularly with the psychometricians and content development team to ensure accurate processing of appeal data and examination processes.

 
Position Requirements

POSITION REQUIREMENTS AND RESPONSIBILITIES

The following responsibilities and duties are a summary of the essential roles and functions of the position. Other duties may be performed as needed or requested to achieve department, division and/or organizational goals.

  • Communicates with examinees in accordance with established departmental procedures regarding the status of appeals and other written requests.
  • Monitors, reviews, and processes all examination challenges and appeals submitted by examinees
  • Works closely with the Director of Assessment, Psychometricians, and Content Development Coordinator to:
    • investigate issues raised by examinees.
    • request assistance with resolving difficult and complex examination challenges and appeals.
  • Provides Director of Assessment updates on all issues and statuses regarding examination challenges and appeals.
  • Maintains the Master Appeals Docket to ensure accuracy and completeness.
  • Creates Examination Challenge and Appeal memorandums in accordance with established policy to make challenge and appeal decision recommendations.
  • Creates appeal decision drafts to present to the Vice President of Credentialing and Quality Assurance.
  • Conducts research regarding examination challenges and appeals as needed.
  • Other duties as necessary.

EDUCATION AND EXPERIENCE

  • Associate’s degree required. Associate’s in paralegal studies preferred
  • Bachelor’s degree from an accredited college or university preferred
  • 1-3 years experience in legal and/or paralegal fields preferred
  • Proficiency with Microsoft Office Suite; experience conducting online database queries.
  • Knowledge of ADA requirements and disability accommodations
  • Good technical writing capability
  • Evidence of effective interpersonal, verbal and written communication skills.
  • Demonstrated professional, political and cultural aptitude with an ability to work with diverse individuals, groups and organizations
  • Ability to successfully execute many complex tasks simultaneously;
  • Commitment to self-development through continuous learning, position related training and professional development
