This position is a supervisory position overseeing adult support services and Group Home Managers in Mental Health (MH) group home settings and supported living apartment programs as assigned. This position is responsible for ensuring best practices, health and wellness of supported individuals, achievement of programmatic outcomes, development and oversight of budgetary parameters, and compliance with all state, federal, and agency standards as required for assigned services. The Program Director is supervised by the State Director.
Essential Job Functions:
Assists in screening and admission process of individuals into residential programs through communication with group home supervisors, MCOs, DSS, etc.
Oversees residential program development in regards to identification and implementation of best practices, family involvement, and recovery based models and self-direction.
Participates in complaint resolution specific to residential programs and direct reports, through collaboration with ESUCP Quality Management Department.
Promotes agency vision, mission and values through communication and works with various funding and referral agencies (i.e. MCO-finance, contracts, network; DHHS; DSS, MHDDDSAS, etc.).This could include (not limited to) efforts for new program development, outcomes based programming in coordination with referral sources, attainment of individual funding needs, and health and wellness initiatives, etc.
Promotes an environment of trust, respect and value to supported individuals, staff, ESUCP and community.
Hires (in coordination with HR and/or State Director) and supervises all Group Home Managers within assigned cost centers.
Participates in hiring of direct support (paraprofessional) residential staff. This function is led and coordinated by Group Home Managers; however, to maintain integrity of staffing choices, Program Manager will participate in interviews and have final approval of employment offers.
Approves overtime and assists Group Home Managers in minimizing scheduling problems.
Provides training to Group Home Managers to ensure they are adequately trained to be successful in their roles (i.e. HUD, authorization requests, incident reporting, recovery models, new initiatives, clinical documentation completion, and billing).
Provides oversight and assistance to Group Home Managers to assure all required training is completed and documented as required (i.e. Relias, personnel records).
Completes direct report supervisory functions including but not limited to disciplinary actions and performance evaluations in a timely manner.
Participates in budget development for assigned cost centers and provides financial oversight to assigned programs to ensure programs are adequately funded and operated within budgetary parameters.
Assists Group Home Managers to maintain compliance with HUD requirements.
Provides 'QP' function to residential sites in cost center when a site(s) is without a 'QP' due to staffing issues (turnover, leave time, etc.).
Follows all ESUCP Policies and Procedures.
Must demonstrate Easter Seals valued behaviors of Accountability, Commitment and Caring as appropriate to position.
Completes required training within prescribed timeframes.
All other duties as required by supervisor to meet the needs of the residents and the program.
