2M Research Services, LLC has an immediate opening for a Senior Program Evaluation Specialist in our Education Practice. This position is responsible for leading implementation and outcomes evaluations of education initiatives. The senior program evaluation specialist will be responsible for leading both large and small-scale evaluation studies to assess impact, performance, and efficiency on behalf of our clients. The essential functions of this position include designing and leading all aspects of rigorous research and evaluation studies, supervising staff, working with clients, and leading proposals. The applicant should be familiar with all stages of research and analysis, planning and implementing successful studies from literature review and research design to final reports and presentations.


  • Work with investigators and collaborators on the design, implementation, and analysis of the studies.
  • Develop evaluation approaches while considering the potential benefits and risks affecting a program.
  • Identify key evaluation questions.
  • Develop logic models and create program indicators to guide evaluation efforts.
  • Assess adequacy of available data and determine necessary actions to collect additional data.
  • Participate in quantitative and qualitative data collection efforts.
  • Manage and prepare relational databases and datasets to facilitate data analysis.
  • Conduct appropriate statistical analyses.
  • Develop project reports detailing evaluation background, critical evaluation questions, evaluation methods, findings, and recommendations.
  • Develop presentations for client project staff and leadership to share findings and assist with action plan development.

Position Requirements


PhD in social sciences, education, or related field with five or more years of experience in conducting implementation and outcomes evaluations utilizing both quantitative and qualitative mixed method approaches.


  • Demonstrated knowledge of and experience with education research and evaluation
  • Experience working with education stakeholders
  • Prior experience leading projects for Federal clients
  • Experience designing and implementing rigorous evaluation designs (e.g., RCT, QED)
  • Strong written and verbal communication skills
  • Ability to work in a team setting and to mentor junior staff
  • Proficient in data management and statistical analysis software applications, i.e., Microsoft Access, Microsoft Excel, SAS, Stata, and SPSS.
  • Ability to work in a fast-paced environment, meet deadlines, and consistently perform well during times of increased work load.
  • Willingness to perform other duties as needed.
