IMMEDIATE SUPERVISOR:

Project Controls Manager (PCM)

PRIMARY FUNCTION:

In support of the Project Management team, the Project Cost Controller provides timely and accurate cost control support to maximize project profitability.

Works closely with the Project Manager and other disciplines including Procurement, Accounting, Logistics, and Field Personnel. Assists with job costing, cost analysis, forecasting, and risk analysis. Performs all work in a safe and professional manner.

GENERAL DUTIES:

  1. Works closely with the Project Manager to assure proper and efficient workflow of administrative and financial duties.
  2. Responsible for accurately and properly maintaining job cost documentation for all labor, materials, subcontracts, equipment usage, and other expenses while ensuring adherence to company policies and standards.
  3. Leads monthly cost reviews with the project management team.

COST CONTROL DUTIES:

  1. Prepare monthly updates of the project's earned value:
  • Enter labor hours and dollars in Labor Tab
  • Enter quantities installed in the Quantity Report Tab.
  • Verify the results in the Productivity Report Tab. Adjust revised project quantity and revised Man Hours/Unit as necessary.
  • Enter Committed and Actual costs in the Earned Value Analysis tab.
  • Assist the PM in entering the Estimated Total Cost (ETC) in appropriate spreadsheet tab.
  • Analyze the result of each cost account line item. Variances of greater than 1% per month, 3% cumulative are to be explained by file notes attached to the updated budget variance report.
  • Analyze the Total Estimated Cost at Completion compared to existing Budget and discuss with Project Manager.
  1. Maintain records and reports for preparation of monthly billings. Assist Project Manager with preparation of monthly billings and revenue projections.
  2. Assist Project Manager in identifying financial and schedule risk which could affect the project's profitability.
  3. Maintain the Project Modification Log housing the necessary documentation for all executed and pending modifications. As/if needed assist Project Manager in preparing and documenting information necessary for job modifications or claims.
      • All modifications must be approved by PM, Program Manager and then forwarded to Construction Services Manager for Execution and Distribution.
      • Advise Project Management Control Manager on status and final preparation.
  4. Review and analyze existing cost estimate and cost code line items. Provided trend and variance reporting to Project Manager and Project Controls Manager.
  5. Assist Project Manager in preparing project schedule updates.
  6. Maintain, collect and control all site documentation related to cost management. Record and distribute.
  7. Maintain the jobsite depreciation equipment log, which includes:
    • Description of equipment
    • Serial or VIN number
    • Date received on jobsite
  8. Verify all PO's and Subcontract to the correct cost code line item in accordance with the project budget. Report variances to Project Manager.
  9. Other duties as assigned.
 
Position Requirements

SKILLS, KNOWLEDGE, QUALIFICATIONS, & EXPERIENCE:

Bachelor’s degree required. Preferred majors include construction management, business, or economics. 1-2 years experience/knowledge in construction management, project controls required. 5-7 years of direct project controls work experience may be accepted in lieu of an undergraduate degree.

Good organizational skills and strong written and verbal communication skills necessary. Must have excellent computer skills including MS Office Suite. Database proficiency is highly desired.

Ability to rapidly learn and apply other programs/techniques is required. Must be a business-oriented person and have the ability to systematically troubleshoot and solve technical problems.

Workers should be able to: rate information according to measurable standards; work within precise limits or standards of accuracy; understand and apply technical knowledge and theoretical principles involved in engineering and construction; work under pressure; concentrate for long periods of time; perform mathematical computations accurately; visualize 3-dimensional objects from drawings or pictures; see detail in objects or drawings and recognize slight differences in shapes or shadings. Physically, workers must have physical dexterity, be able to lift at least 50 pounds, and be able to see well.
