Director of Immigration Legal Services

Position Summary: The Director of Immigration Legal Services is a vital leader within the agency, responsible for the development and supervision of all Immigration Legal Services team members and program components. This includes 1) the family-based affirmative immigration legal services provided at our Oakland, Richmond, and Concord offices, 2) removal defense and community-capacity building services as part of the Stand Together Contra Costa project, 3) as well as all future program expansions.

The Director is responsible for spearheading program direction and ensuring appropriate integration with other agency programs to help clients succeed. Catholic Charities seeks a visionary, responsible, and compassionate Department of Justice (DOJ) accredited representative or Juris Doctor (JD), with excellent communication skills in both Spanish and English, who demonstrates a passion for immigrant rights issues and has non-profit experience.

Reports to: Chief Program Officer

Supervisory Responsibility: This position will have responsibility for up to 18 staff and 10-15 volunteers.

Essential Responsibilities:

  • Commitment to the mission and purpose of Catholic Charities, including exceptional customer service.
  • Work collaboratively with agency staff and community partners.
    • Provide overall development and supervision of immigration legal services provided to the immigrant communities of the East Bay.
    • Work closely with the Chief Program Officer to ensure that the program is directed by agency goals and priorities as indicated in the Strategic Plan.
    • Lead the team members at our offices in Oakland, Richmond, and Concord and maintain a culture of continuous improvement.
    • Attend community meetings and trainings to keep abreast of current information and to represent the agency, which may involve evenings and weekends.
    • Continuously evaluate emerging needs in the community to ensure programs and policies are accessible underserved communities.
Position Requirements


  • Bachelor’s or master’s degree, or JD, or equivalent work experience and 40+ hours of immigration law training.
  • 3+ years of direct immigration law experience and 3+ years managing in a professional office environment.
  • Experience working with social services, juvenile services, domestic violence or a related field of work.
  • Experience working with faith-based communities, including familiarity with Catholic parish environments preferred.
  • Experience with data entry and reporting software, including INSZoom or similar immigration software preferred.
  • Ability to network and interact internally, externally, and multi-culturally.
  • Bilingual English and Spanish preferred or other second language capabilities.
  • Valid Driver’s license and available transportation, with proof of insurance.
