Position Summary:

The Immigration Legal Services Program Manager is responsible for managing the administrative and outreach functions of the program, working with the Director to spearhead the direction of the program, and ensure appropriate integration with other agency programs to help clients succeed.

The Immigration Legal Services Program Manager is responsible for grants management and reporting of deliverables, as well as leading revenue generating activities, including fee collection. Catholic Charities seeks a visionary, responsible, and compassionate Department of Justice (DOJ) accredited representative or Juris Doctor, with excellent communication skills in both Spanish and English, demonstrates a passion for immigrant rights issues, and has non-profit experience to fill the role of Immigration Legal Services Program Manager.

Reports To: Director of Immigration Legal Services

Essential Responsibilities:

  • The Program Manager is responsible for managing the administrative and outreach functions of the program, working with the Director to spearhead the direction of the program, and ensure appropriate integration with other agency programs to help clients succeed.
  • In partnership with the Director, the Program Manager will receive and disseminate training on best practices and up-to-date developments in administration of client services, to ensure compliance with grant and contract requirements.
    • Construct compliant documentation procedures that reflect current high standards of reporting within the program.
  • Provide technical assistance to Grants, QA, Finance, and various other support programs involved in development and/or operations of programming in Immigration Legal Services.
  • Evaluate the strengths and weaknesses of the legal services including regular outcomes measurement and analysis
  • Assist in the preparation of grant and contract requests and renewals with the Grants Department, including providing narrative content and budget preparation.
  • In partnership with the Director, coordinate, facilitate, and assume overall responsibility for compliant auditing processes and reports.
    • Prepare and submit data for program reports on program goals and grant deliverables.
  • Monitor, control and manage program operations to meet legal expectations and revenue goals, and recommend corrective actions steps as needed.
    • Monitor performance goals for each staff member and office.
  • Liaise between support departments and program management to ensure smooth operations delivery.
  • Coordinate and manage project tasks to ensure project delivery within allotted budget and timelines.
  • Ensure compliance with agency and funder standards and procedures.
  • Build and maintain strong relationship with key stakeholders through regular meetings and communications.
  • In partnership with the Director, evaluate current operational performance and provide strategic plan for improvements.
  • Provide direction and guidance to teams to achieve performance targets.
  • Identify problems in operations process and in partnership with the Director resolve them in quickly and timely manner.
  • In partnership with the Director, develop standard operating procedures for efficient program operations.
  • Implement best practices across all sites, including complying with COA standards for Immigration Legal Services
  • Work with Director to calendar and set the agenda for regular legal team case rounds.
  • Attend agency administrative meetings as requested.
  • Provide staff in direct reporting line with performance evaluations and performance improvement plans when necessary.
  • Represent Catholic Charities at community functions, and at other events as requested.
  • Coordinate logistics and staff presence for presentations and outreach events on immigration issues.
  • Establish strategic partnerships with other agencies, parishes, law firms and community organizations
  • Ensure the ongoing success of collaborative relationships.
  • The Program Manager will be primarily responsible for recruiting, training, and supervising legal volunteers.
  • Promote the dignity of immigrants and their contributions to counter anti-immigrant sentiments.
  • When appropriate, advocate for the fair and equitable treatment of immigrants in the public arena within advocacy parameters.

 
Position Requirements

Qualifications/Requirements:

  • Bachelor’s Degree or JD or equivalent work experience. 40+ hours of immigration law training
  • 3+ years of direct immigration law experience and 3+ years providing administrative and management support in a professional office environment
  • Experience creating and analyzing budgets and datasets
  • Data entry and reporting with software
  • Experience supervising and training 2 or more employees in basic administrative tasks in social service administration or equivalent
  • Strong administrative, organizational, interpersonal, verbal communication, and writing and presentation skills are required
  • Must have proven and strong leadership skills
    • Coordinating outreach for legal services at local events and with other service providers
    • Act as media liaison, coordinating ethnic and mainstream media partnerships, in collaboration with the Catholic Charities’ Communications Director
  • Experience with INSZoom or similar immigration software
  • Minimum 1 year experience moderating or administering legal database
  • Professional technology skills including Microsoft Word, Excel, and PowerPoint, Adobe Acrobat, and database software. Ability to scan, edit and create .pdf files and experience with shared folders. Management and creation of cloud folders and online forms
  • Valid driver’s license and proof of insurance

  • Must be fluent in spoken and written Spanish
