Organization Background

Founded in 1965, the Chinese-American Planning Council, Inc. (CPC) aims to promote the social and economic empowerment of Chinese American, immigrant, and low-income communities. Today, CPC is the nation's largest Asian American and Pacific Islander (AAPI) social services non profit organization serving over 60,000 community members each year through more than 50 programs at over 35 sites throughout New York City. Our services and programs span education, family support, and economic and community empowerment. In 2017, CPC launched Advancing Our CommUNITY, our organization-wide strategy to expand services to address persistent needs and emerging trends while promoting leadership opportunities for our staff and community members.

Position Summary

The Civic Engagement Manager will lead the development of civic engagement and Census materials and events that build community power for and improve the social and economic empowerment of AAPI, immigrant, and low income New Yorkers. CPC’s current strategic plan, Advancing Our CommUNITY, has three goals:

  • connect CPC social services work to social change work,
  • address persistent issues and emerging trends in CPC communities, and
  • develop leadership opportunities for community members and staff.

The Civic Engagement Manager will be critical in carrying out CPC’s strategic plan. This is a Full Time Fixed Term Position, confirmed through November 6th, 2020. Opportunities to extend pending based on performance and continuity of funding.

Essential Functions and Responsibilities

  • Identify and mitigate barriers to civic participation for staff and community members across the organization by implementing surveys, creating resources, and sharing materials that promote civic participation and empowerment.
  • Manage CPC’s Census & Civic Engagement contracts and deliverables including working with funders on contract compliance, budget spending, and timely execution of all required reports.
  • Develop and lead external non-partisan public forums, workshops, and townhalls on key topics that lower the barrier to entry for newly naturalized citizens, limited English proficient voters, voters from marginalized communities, hard-to-count Census communities, and members of the general public who are typically missed by political and PSA campaigns. Invite dynamic and compelling speakers and conduct audience outreach in advance of events.
  • Streamline existing internal Civic Engagement and Census activities by supporting CPC staff in the creation and implementation of workshops and trainings that build civic literacy. Synthesize and tailor materials from national and state-wide partners for a CPC and NYC audience and mobilize members across CPC programs to build community power and collaboration.
  • Promote and track organization mobilization in advance of key milestones like Census 2020, voter registration deadlines, turnout for the US Presidential Primaries, and other key nonpartisan election and engagement activities.
  • Coordinate a team of volunteer and part-time facilitators to create and align civic engagement content, respond to staff and program needs, and schedule activities and campaigns like workshops, phone-banking, writing campaigns, door-knocking, etc.
  • Conduct research, compile data on key issues and messages that resonate with CPC communities and use attendance data from workshops to track and report key milestones.
  • Create and edit in-language content and materials (traditional or simplified Chinese) and deliver workshops and trainings for CPC community members (Mandarin and/or Cantonese).
  • Supporting the larger Policy & Public Affairs Division through:
    • planning and implementing policy and advocacy events, including scheduling and preparing for legislative meetings, assisting with planning advocacy days, etc.
    • contributing to CPC thought leadership through writing for newsletter and website, and helping manage CPCs social media presence.
    • representing CPC at policy and advocacy activities, including coalition meetings, legislative meetings, advocacy days, rallies, press events, public hearings, etc.
    • conducting research on key issues and messages that resonate with CPC communities

2019 - 2020 Goals

  • Drive messaging, outreach, and community mobilization for Census 2020 response, with particular focus on ramp up activities in preparation for the 8-week Get Out the Count self-response period.
  • Coordinate voter education and Get Out the Vote activities for the 2020 Primaries and General Elections, including non partisan outreach campaigns, candidate guides, and communications.
  • Recruit, coordinate, and train volunteers from the community to support civic engagement activities, promoting intergenerational community building and providing pathways for community members to take leadership.
  • During this year, the selected candidate should expect to spend significant time visiting CPC sites, interacting with the public, and, during campaigns, engaging in outdoor activities like door-knocking and tabling. We expect that the selected candidate will spend:
    • 40% of their time in the field conducting internal and external trainings on key CPC issues, including workshops, forums, and townhalls or engaging in mobilization campaigns, especially in advance of key election and Census dates.
    • 20% of their time on content and communications creation in preparation for Get Out the Vote and Get Out the Count activities.
    • 15% of their time on reporting and/or tracking, analyzing, and compiling data, milestones, and other relevant research.
    • 10% supporting other Policy and Public Affairs projects and priorities.
 
Position Requirements

Key Skills and Competencies

  • Commitment to Social, Racial, and Economic Justice - Understanding of policy issues that impact AAPI, immigrant and low-income communities in New York; commitment to building transformative policy change to combat systems of oppression.
  • Civic Engagement - Previous civic engagement or campaign experience; strong understanding of city, state, and federal election processes and deadlines.
  • Mobilization Experience - Experience conducting phone-banking, text-banking, door-knocking and other public awareness campaigns as well as familiarity with setting up and using key technology platforms like predictive dialers, texting platforms, and others.
  • Research and Writing - Proven research and analysis skills, especially for government and election processes. Strong writing skills, with the ability to communicate complex issues to a public-facing audience. Ability to contribute to rapid response analysis.
  • Language - Multilingual candidates in Cantonese and Mandarin, especially those able to write and translate content or facilitate presentations in-language are strongly preferred.
  • Project Management - Able to manage multiple priorities at once and ensure that key stakeholders and staff are kept in the loop, high level of organization and ability to track multiple issues areas, targets and actions.
  • Action Oriented - Comfortable with acting and reacting as necessary, even if limited information is available; a high degree of independence, flexibility, initiative, commitment and ability to work as part of a team, whether while working in-person or when assigned remotely.
  • Effective Partnerships - Effectively works with internal and external stakeholders; develops effective partnerships; demonstrated ability to work effectively in a team.
  • Communication and Design - Strong writing and speaking skills; able to explain complex ideas in a simple yet compelling manner, experience creating eye-catching design.
  • Relevant Educational Background - Bachelor’s degree or graduate degree in policy, public administration, law, social work, or a related field strongly preferred, though equivalent skills and experience will be considered.
