Description

Eagle Harbor Solutions (EHS) is looking for experienced and self-motivated individuals to perform the duties of Mid level Software Developers. The position will be located in Washington DC supporting EHS and our government customer.

The Software Developer provides expertise and direction in the development and/or modification of computer-based scientific, technical, and business software systems. Uses expertise to design develop, code, test, and debug software.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Develop, maintain, and train on PaaS, IaaS, and SaaS solutions in the Azure environment.
  • Responsible for application development in support of overseas automation and business processes.
  • Responsible for cloud architecture, development and design to include Microsoft Azure, AWS, GCS, or other cloud service providers selected by ADG.
  • Responsible for supporting, updating, and securing new and existing applications.
  • Responsible for total administration of ADG web presence on the Department’s Intranet, SIPRNet, and extranet sites.
  • Serve as liaison between ADG senior management and users of its many business units to include overseas environments.
  • Assist overseas posts with SharePoint, WordPress or other web CMS development and administration.
  • Conduct SharePoint, WordPress, or other web CMS training for overseas users, as necessary.
  • Provide site architecture analysis and determine structure for ADG sites.
  • Formulate, collect, and analyze data from business units, making recommendations to RSC management on SharePoint site enhancements.
  • Assist in determining utilization of specific SharePoint features such as Search, Workflow, Blogs, Wikis, Dashboards, InfoPath Forms and additional features from SQL Server such as SSRS Reports, SSAS Data Mining, and SSIS Data Migration.
  • Design and create web based forms.
  • Implement workflow to automate administrative processes.
  • Design and develop advanced reporting capabilities.
  • Technical support in all facets of web technology from site planning, design, development and maintenance to working with database engineers on data base connections, data repositories, etc.
  • Support network server platform software (Microsoft Internet Information Services, Microsoft SQL Server, Windows Server, and Development Networks).
  • Build upon existing Development Network, including servers, switches and applications loading and testing.
  • Perform installation, configuration, and maintenance on a variety of servers, switches and applications.
  • Perform and supervise regularly scheduled maintenance on existing Development networks.
  • Perform and supervise network backups and restores.
  • Implement and review security procedures and requirements to ensure the OpenNet, Classnet and Devnet networks are compliant with Diplomatic Security and IRM standards.
  • Prepare certification and accreditation materials for required applications.
  • Provide technical consulting to include: performing requirements analysis, providing solution options, providing plans for implementing options and performing implementation strategy and developing implementation schedules for network based projects.
  • Setup new networks for ADG and, when necessary, EUR and IO, as required.
  • Provide specialized training to other technical staff as required.
  • Assist in analyzing the administrative processes and programs relevant to Dept. of State systems assets.
  • Assist in the design, acquisition, modification and evaluation of existing network security configurations.
  • Show experience working with challenging environments and diverse workforces as a majority of the application deployment will be at overseas Missions.
  • Evaluate, select, and guide the implementation of secure Cloud-based SaaS and PaaS solutions for use in a Federal enterprise via the FEDRAMP and agency Information Assurance processes
  • Other tasks as assigned by ADG.
 
Position Requirements

Required Skills:

  • Bachelor’s Degree
  • Top Secret Clearance
  • 5+ years of experience
  • Fully cleared to access Department of State FISMA Moderate systems immediately.
  • Knowledge of government standards for cybersecurity and information assurance, including encryption standards and the federal enterprise architecture (FEA) (required).
  • Experience in overseas US Government software development projects with remote teams across different countries and continents, and to have Department of State specific experience working with overseas mission staff.
  • Extensive knowledge of cloud platforms, including Microsoft Azure, Amazon Web Services, Google Cloud Services.
  • Extensive knowledge of cloud productivity suites, including Microsoft’s Office 365 and Google G-Suite.
  • Demonstrated experience in web administration, network administration and server security in a Microsoft
  • Internet Information Server environment (required).
  • Demonstrated experience in the use of .NET MVC, .NET Web-Forms, Visual Studio, GIT, and applications (Required).
  • Demonstrated experience programming with C#, .NET, JAVASCRIPT, HTML, CSS and other coding languages for the development of web-based applications.
  • Knowledge of SQL and noSQL technology including legacy and cloud hosted databases (required).
  • Demonstrated experience with the technical and conceptual environment of web development, especially with tools relevant to interface design, the creation of interactive web pages, database connections, interactivity, and the creation of customized graphic images.
  • Training in the use of MS Project and MS Visio (required).
  • The ability to communicate technical as well as non-technical information clearly, both orally and in writing to both technical and non-technical audiences (required)
  • Ability to use web-based tracking systems for incident tracking and project management.
  • Extensive experience with backup/disaster recovery planning and implementation.
  • Extensive experience with web CMS, including WordPress, SharePoint 2013 and SharePoint online.
  • Experience using PC workstation operations in a Microsoft Office environment including MS Internet Explorer, MS Word, EXCEL, Outlook, Access, PowerPoint, SharePoint Designer, etc, as well as knowledge of Windows 10 Professional system internals such as the registry (required)
  • Experience with popular web browsers including Google Chrome, FireFox and Apple Safari (required).
  • Extensive knowledge maintaining Blackberries, iPhones, iPads, and other mobile devices.
  • Knowledge of existing Department and ADG applications to include but not limited to eContact, eMBC, Online Auctions and Arrivals and Departures System.

Working Environment & Conditions

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
