We provide support services and advocacy to 400 adults and children and their families in Harford and Cecil Counties. The Arc supports people with intellectual and developmental disabilities to create lives that mirror yours and mine: students attending neighborhood schools, adults going to work and living in their own homes, and individuals enjoying the social and recreational opportunities in their communities. We are a private, non-profit local chapter of The Arc of Maryland and The Arc of The United States, the largest volunteer organization in the world devoted exclusively to improving the quality of life for all adults and children with developmental disabilities.

Description

Position Summary:

While providing supervision and guidance to the IT team, the IT Manager works closely with the IT Systems Administrator and department leadership to determine the needs of technology infrastructure and ensures key applications are optimized and delivering value to the organization. This position oversees the development of innovative network troubleshooting methods that reduce downtime and lower repair/maintenance costs. The IT Manager is responsible for creating and administering disaster plans that will keep the organization operating in the event of a crisis. In addition, this position oversees networking, telephony, and Help Desk administration of the entire organization, including smooth operation of IT hardware/software at 30+ remote locations. The IT Manager will also work collaboratively with The Arc NCR's Outsourced CIO to develop and execute on the organization IT roadmap.

Position Duties & Responsibilities:

In a manner consistent with supporting The Arc NCR Mission Statement the IT Manager shall do the following:

Quality Support

  • Oversees all internal electronic Protected Health Information (PHI) to ensure security and confidentiality in conjunction with HIPAA guidelines
  • Ensures respectful and responsible use of the computer networks to protect the rights of individuals, team members and the organization as a whole
  • Manages the process for new software selections. Gathers requirements and use cases to identify and evaluate options.
  • Oversees LANs, WANs, network segments, cloud-based systems, Internet, and intranet systems
  • Provides direction and expertise in determining network and system requirements based on organizational needs
  • Ensures network connectivity throughout the agency's LAN/WAN infrastructure is on par with organizational needs
  • Oversees and assists with designing and/or implementation of software solutions
  • Oversees all help desk activities and responds to escalated help desk issues
  • Oversees the administration and maintenance of our tracking software
  • Interacts with team members on all levels to help resolve IT-related issues and provides answers in a timely manner
  • Oversees and assists in curriculum design and training, whether one-on-one or in classroom setting, to end-users on IT policies and procedures and application software usage.
  • Provides project management support on application upgrades, conversions, and new system deployments.

Quality Team Members

  • Determines the IT needs of organizational users based on user's job description and organizational role
  • Oversees the process of continuous improvement within existing applications by understanding organizational needs and software functionality.
  • Understands how data is used across the organization and oversees initiatives to ensure data integrity and access to data.
  • Works with the organization's software vendors to define, plan, test, and deploy new functionality and improvements.
  • Ensures that end-user needs are met in a timely manner
  • Oversees and assists with management of Active Directory and Office 365
  • Oversees and assists with set up of user accounts, permissions and passwords on both cloud-based and on premises systems
  • Manages and maintains the organization's Intranet
  • When necessary, assists the IT Systems Administrator with help desk tickets and user support

Financial Excellence

  • Oversees and assists in analysis and resolution of systems issues
  • Responsible for integrity of the network, server deployment and security
  • Responsible for integrity of Office 365 security
  • Documents SOP, database systems, and administrative tasks
  • Performs audits on systems to ensure policies and procedures are being consistently followed
  • Designs strategies for maximizing application effectiveness and use by the organization
  • Responsible for overseeing network servers such as file servers and intrusion detection systems
  • Meets financial requirements by submitting information for budgets, monitoring expenses
  • Builds and maintains vendor relationships and manages the purchase of hardware and software products
  • Manages the purchasing of all software, hardware and other IT supplies for the entire organization
  • Ensures that company assets are maintained responsibly
