Job Summary

Responsible for driving implementation of safety culture and monitors of all aspects of the Delta Western business sites safety and health programs, procedures and programs. Consults with management of sister companies on their safety programs as directed.

Summary of Essential Job Functions

  • Develops, implements and monitors Occupational Safety and Health Programs for multiple work sites in Alaska.
  • Updates and participates in annual safety audits at all locations.
  • Conducts on-site visits to all locations to evaluate safety policies and procedures and effectiveness of those programs.
  • Performs inspections of work sites for compliance with OSHA standards including limited hazardous materials, life safety, emergency response, industrial hygiene and fire hazard exposures.
  • Develops audit and post-inspection written reports and develops recommend corrective actions and following up with close out of corrective actions.
  • Reviews, analyzes and interprets accident, injury, property damage and pollution incident reports for accuracy, gathers information for and maintains centralized incident files.
  • Conducts Incident Investigations using Root Cause Analysis, including the taking of statements and production of analysis of incidents, and recommendations of corrective actions to eliminate unsafe conditions and assist in their implementation.
  • Tracks incident corrective actions to close out and completion.
  • Coordinates training employees on OSHA required training per the Company established training matrix, using company designated training program or third-party vendors. Recommends training based on corrective actions, industry standards and regulatory requirements.
  • Administers and maintains Company Operations Procedure Manual, effectively the companies Safety Management System.
  • Chairs monthly Safety committee meetings and maintains minutes.
  • Ensures compliance with government health and safety regulations.
  • Assists in Workers Compensation claims and First Aid/Near Miss incident administration including: reporting claims; corrective actions, monitoring claims; working with insurers, supervisors, and employees on returning to work.
  • Develops budget and manages PPE/work uniform program.
  • Develops and monitors company safety and training budget in support of required and remedial training.
  • Maintains safety files and records; submits required monthly and annual reports to parent company, and prepares reports for management as needed, including safety KPI’s, Quarterly.
  • Prepares annual OSHA log and ensures the 300A Form is posted.
  • Contacts regulatory agencies, insurance inspectors, environmental and safety consultants, and subcontractors as required.
  • Ensures company compliance with DOT Regulations including Driver Qualifications and Hours of Service.
  • Responsible for tracking all near misses and incidents and entering them into Origami, company safety management software.
  • Manages JSA, Near Miss and safety and quality programs as required.
  • Follows company and industry safety trends and seeks to identify and develop new programs to support and better company safety goals and performance.

Qualifications

Education and Experience: Bachelor’s degree 5+ years’ experience, preferably in the petroleum, tank truck transportation or marine industry, or a combination of education and experience.

Other Abilities: Ability to travel independently to remote Alaskan sites via air or car 25% - 30% of the time.
