Description

Overview: Employee in this classification is charged with law enforcement first level supervision responsibilities, as well as providing the same law enforcement services to the citizens and visitors to the Lower Elwha Klallam Tribal community as is provided by an enforcement officer. This may include either uniformed, plainclothes, or special detail assignments. Area of responsibilities may include the standard boundaries of the Tribal Community and additional areas as dictated by need and assignment. Work under the direction of the Chief of Police, who will review work on an occasional basis for the overall effectiveness of compliance with policies, tribal, state and federal laws.

ESSENTIAL FUNCTION:

This person will provide duties and services as a paid Police Sergeant. Continued employment or retention at this level shall be contingent upon successful completion of appropriate law enforcement training, to include a State or Federally recognized First Level Supervision course(s). This person will be required to attend regular ongoing law enforcement training as dictated by the Chief of Police, and to complete this training successfully.

Works independently under the general supervision of the Chief of Police, and are expected to handle a variety of potentially hostile and dangerous situations in a calm, competent manner. Daily job duties are performed according to Tribal, State and Federal Law, and Department policies and procedures as approved by the Chief of Police and the Business Committee. This person is required to exercise discretion and sound judgment, and to analyze situations quickly and objectively without influence or prejudice, to recognize actual and potential danger and to determine proper courses of action for both themselves and for subordinate personnel. Unusual problems and situations are referred to the Chief of Police. Employee is expected to serve frequently in an 'on call', and required to carry a pager or cell phone and remain available for duty. Person must recognize the need for flexibility present in small police department.

Person will generally work a fixed shift, however, will fill for other officers on leave, sick, or who are otherwise unavailable for their assigned shift. This person will be called upon to act as the Chief Duty Office (CDO) in the event that the Chief of Police is unavailable.

This person is expected to act at all times as an example and role model, and to provide leadership, direction and motivation to subordinate personnel consistent with the desires of the Chief of Police and the needs of the tribal community.

REQUIRED QUALIFICATIONS:

This position is authorized to carry firearms in the performance of their duties and is required for continued employment.

Ninety (90) credit quarter hours, 60 semester credit hours or better from an accredited college/university in a field applicable to law enforcement activities or seven (7) years law enforcement experience with first level supervision training and experience.

Prior law enforcement supervisory training and/or experience, or prior military supervisory experience.

MINIMUM QUALIFICATIONS:

Three years continuous experience as an enforcement officer for the Lower Elwha Klallam Tribal Police Department with college credits, or if previously employed by a recognized law enforcement agency, five years' experience with prior agency with college credits or seven years' experience with supervisor training and experience.

Minimum rating 'Acceptable' upon most recent Employee Performance appraisal or with the authorization of the Chief of Police.

Meets all minimum qualifications standard as set forth for an enforcement officer.

Knowledge, Skills and Abilities required by the position:

Knowledge of basic principles and practices related to the supervision of enforcement officers, and related to the enforcement of Tribal, Federal and State or local laws. Desire and ability to maintain current in all regards.

Ability to take directions and supervision from the Chief of Police.

Ability to understand, interpret and execute complex orders or directives, issued in either verbal or written formats from the Chief of Police.

Ability to analyze situations quickly and objectively, to recognize actual and potential dangers and to assume a proper course of action pursuant to law and policy.

Ability to cope with stressful situations firmly, tactfully and with respect for individual rights.

Ability to read, understand, apply and direct others with regard to laws, ordinances, directives, rules and/or regulations. Desire and ability to maintain current knowledge of changes or actions affecting any of these.

Ability to observe and remember details, and take field notes as appropriate.

Ability to communicate clearly with, and maintain effective relations with other law enforcement agencies as well as subordinate personnel.

Ability to act objectively in all contacts, including those which involve subordinate personnel, without regard to race, gender, religion, sexual preference, political or familial association, or ethnic background, history or appearance.

Ability to develop and retain skill in the use of a variety of firearms and other police equipment.

Ability to attend and successfully complete any and all mandatory training as assigned or dictated by the Chief of Police. This may include dynamic, challenging, complex and potentially physically strenuous training activities.
