The National Board for Certified Counselors (NBCC) is a not-for-profit, independent certification organization whose primary purposes are to establish and monitor a national certification system, and to identify those counselors who have voluntarily sought and obtained board certification. NBCC and Affiliates is comprised of three organizational affiliates: The National Board for Certified Counselors (NBCC), the Center for Credentialing and Education (CCE) and the NBCC Foundation (NBCC-F).

NBCC and Affiliates has operations and partnerships in 40 countries providing certification, training programs and public mental health services through institutes and residencies. Over 66,000 Board Certified Counselors serve the public and advance mental health efforts across the globe. With a portfolio of nine credentials related to professional counseling, mental health, addictions, human services and career development, NBCC and Affiliates seeks to expand the professional capacity of counselors and human service professionals. NBCC is focused specifically on credentialing, certification and quality assurance, while CCE focuses on providing education and training opportunities and leveraging credentials to best serve communities. Additionally, CCE provides organizational management services for associations, boards and other management clients. The NBCC Foundation engages in capacity building, seeking to expand access to mental health services in underserved and never-served communities and increase the accessibility of high-quality professional development resources for counselors.

ASSESSMENT DEPARTMENT

The Assessment Department is responsible for managing the development, administration and ongoing evaluation of all assessments offered through NBCC and Affiliates. Housed within the Credentialing and Quality Assurance Division, the department oversees assessments for both accredited and non-accredited credentialing programs, including job analysis-based examinations and standards-based assessments. The Psychometrician oversees the development, delivery, and maintenance of standardized examinations and all related assessment activities. The Psychometrician must manage all processes and tasks of the assessment programs, to include maintenance of examinations.

POSITION REQUIREMENTS AND RESPONSIBILITIES

  • Manages and promotes testing programs to highest quality and standard to ensure examinations are consistent with CCE vision and mission.
  • Maintains testing program database (item bank), generates and interprets reports.
  • Assists in the development and management of organization’s printed and electronic examinations.
  • Develops and maintains examinations using test frameworks and related software.
  • Monitors and audits all aspects of testing program processes.
  • Assists with the preparation of statistical reports related to testing program.
  • Plans, coordinates, and performs statistical analysis on all new and existing assessments.
  • Continually manages established testing program expectations with team members, stakeholders, and management for monitoring examination progress to include contract management.
  • Facilitates examination committee meetings.
  • Assists in the preparation of Responses for Proposals (RFPs).
  • Maintains and updates assessment skills.
  • Strong business acumen and ability to maintain confidentiality.

    Position Requirements

    EDUCATION AND EXPERIENCE

    • Scaled scoring and reporting
    • Item analysis including Differential Item Functioning (DIF)
    • PhD in Educational Psychology, Psychometrics, or closely related field.
    • 2 or more years’ professional experience developing, delivering, and managing standardized testing; or equivalent combination of education and experience.
    • Knowledge and understanding of assessment systems and measurement theory is required.
    • Knowledge of basic statistical theory and testing administration practices is required.
    • Experience working with databases and item analysis software.
    • Experience in using test automation frameworks and tools are preferred.
