VIP is seeking a Senior Project Manager with experience managing Agile software implementation and with analysis and configuration of the Accela Civic Platform suite of products. The resource will be responsible for managing the day to day project activities including the project schedule, status, resources, issues & risks, etc. In addition, the resource will supplement and assist the team with the configuration of the Accela solution. This position is also responsible for implementing the design, managing design issues to resolution and deployment of the solution. This resource should be comfortable conducting detailed business analysis, configuring the Accela platform and conducting unit testing and facilitating User Acceptance Testing.

  • Report to the Vice President and customer weekly on project status, risks, issues, deliverables, schedule, etc.
  • Manage and lead the implementation team to ensure successful implementation
  • Work with Agency SMEs to facilitate requirements gathering sessions for Accela configuration: capture workflow(s), data collection and management requirements, business rules, conversion and reporting requirements for Accela Licensing and Case Management, Accela Citizen Access, Accela GIS, Accela Mobile, and Electronic Document review.
  • Produce functional and technical specifications to meet Accela configuration, systems integration and reporting requirements.
  • Develop prototypes as required to demonstrate Accela solution options.
  • Implement Accela configuration and business rules as required.
  • Support data conversion and interface activities.
  • Manage and lead report analysis.
  • Support GIS and EDR analysis and configuration.
  • Provide Accela training (e.g. Core Team training, Admin training, Train The Trainer, etc.).
  • Participate in project meetings with client representing the functional and technical aspects of the project.
  • Facilitate User Acceptance Testing with the customer.
  • Support Sales team as needed in pursuit of new business opportunities.
  • Works with senior managers and executives to provide industry vision and strategic direction with regard to their expertise.
  • Guide the determination of information technology inadequacies and/or deficiencies that affect the functional areas ability to support/meet organization goals.
  • Provides guidance and direction to other professionals, acts in a consulting and/or advisory capacity’ coordinate resolution of highly complex problems and tasks, possess ability to meet and operate under deadlines.
Position Requirements

Ideal candidate must be self-motivated with a proven track record in implementing software solutions including, at a minimum, the Accela Civic Platform. Candidate should have experience in Agile/SCRUM implementation methodologies.

Candidate must be organized and analytical, able to lead a team of professionals, adept at working in a team environment, able to communicate effectively, develop technical documentation, and able to handle multiple priorities in a fast moving environment.

Additional qualifications are:

  • A minimum of 5 years of experience as the Project Manager on accela projects
  • A minimum of 5 years of experience with configuration of the Accela Civic Platform suite of products
  • A minimum of 5 years of experience directing and overseeing all phases of a software integration project including, but not limited to, projects involving developing multiple business views, integration with third party software (i.e. e-mail, calendaring, etc.), interfacing with other systems and databases and training, customer service
  • Baccalaureate from an accredited college/university

This job operates in an office setting which incurs moderate noise consistent with a business office. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This is a largely sedentary role; however, some physical attributes are required, for instance, manual dexterity/typing, read, count and write to accurately complete all documentation, the ability to lift up to 25 lbs. as well as, ability to climb or balance, stoop, kneel, crouch or crawl.
