NBCC is focused specifically on credentialing, certification and quality assurance, while CCE focuses on providing education and training opportunities and leveraging credentials to best serve communities. Additionally, CCE provides organizational management services for associations, boards, and other management clients. The NBCC Foundation engages in capacity building, seeking to expand access to mental health services in underserved and never-served communities and increase the accessibility of high-quality professional development resources for counselors.

ASSESSMENT DEPARTMENT

The Assessment Department’s mission is to promote safe and effective practice by providing high quality psychometric and testing services for certification, licensure and program evaluation. Housed within the Credentialing and Quality Assurance Division, the department ensures that all assessments created at NBCC and CCE are updated regularly and maintained appropriately to meet the needs of NBCC’s and CCE’s credential holders, licensees and all other stakeholders.

The Content Development Manager is responsible for the creation and maintenance of a scholarship library to be used by our item writers and exam committees. The Content Development Manager will also provide direct support to the Content Development Coordinator as well as indirect support to all item writers. The Content Development Manager will engage in regular communications with the item writers, subject matter experts and other exam committee members, finance department, and NBCC legal support staff with regards to item writer contracts and payments. The Content Development Manager is crucial in maintaining the security and integrity of the overall examinations. Confidentiality of examination item discussions and item content is critical to the success of the Assessment programs.

POSITION REQUIREMENTS AND RESPONSIBILITIES

  • Responsible for creation and maintenance of a scholarship library
  • Responsible for the management of users and permissions for the scholarship library, updating resources, and keeping up with any technological advancements and best practices in the digital scholarship industry
  • Identify scholarship materials to present to Technical Advisory Committees (TAC)
  • Assist in the recruitment and coordination of subject-matter experts (SMEs) for all exam committees
  • Assist in the development of written procedures for item writer recruitment, training, and contract review
  • Work with the Content Development Coordinator to facilitate item writer trainings, monitor progress, and prepare training and follow-up materials, and reports
  • Facilitate item writing, review, and approval sessions (in-person and virtual) and develop and maintain an item writing calendar/schedule for all examinations
  • Maintain appropriate and accurate records of all test development and maintenance activities
  • Coordinate with the finance department on payments to item writers and SMEs
  • Develop and follow-up item writing calendar for testing programs
  • Maintain security of confidential test content, review information, and item writer contracts
  • Manage and review contracts and agreements for all item writers and work with NBCC Accounting Department to ensure timely and appropriate payments to item writers according to contract terms
  • Prepare documents and materials for exam committee meetings as well as attend all exam committee meetings and support content development process with SMEs
  • Coordinate the convening of committee meetings for content appeals and other non-scheduled meetings and teleconferences
  • Maintain accurate and up-to-date appeals dockets and assists in the management of the appeals process
  • Update slides, presentations, handouts, and other materials used in item writer trainings
  • Provide high-level administrative support to the Content Development Coordinator
  • Other duties as assigned
 
Position Requirements

EDUCATION AND EXPERIENCE

  • Master’s degree in Counseling, Library Science or Education required
  • Doctoral degree preferred
  • 1-2 years of research experience required
  • Strong organizational skills to work effectively in a team setting and independently on concurrent processes and projects to meet established goals, deadlines, and quality standards
  • Proven ability to communicate effectively and professionally, in verbal, written and visual formats, with leadership, departmental staff, and both internal and external audiences
  • Exceptional problem-solving skills, with ability to creatively overcome obstacles to achieve goals
  • Strong organization skills to proactively manage and prioritize projects and activities with firm deadlines
  • Must be proficient in Microsoft Office Suite
