General Summary

Provides overall direction for the support of assigned programs/contracts, including the oversight/management of teams/personnel from functional organizations dedicated to meeting technical goals and contract commitments. Defines and executes operational plans and monitors performance to plan to ensure the timely achievement of program objectives and contract performance. Establishes standards for schedule performance, cost management, technical excellence and customer satisfaction and performs ongoing assessments to determine program status and level of accomplishment. Initiates program corrections as critical deviations are identified. Ensures that team members have a clear understanding of policies, purposes and goals pertaining to program/contract execution.

Principal Duties and Responsibilities

  • Defines program requirements in terms of product design, systems and process management, project budgets, cost management, resource deployment, technical support, program/project phases, master schedules/project milestones, and all other planning activities for program implementation.
  • Provides leadership, technical oversight and direction to cross-functional teams supporting program/contract requirements. Communicates program parameters, team accountabilities, reporting relationships, master schedules and critical paths for program execution.
  • Conducts and facilitates program reviews to assess cost and schedule performance and ensure the achievement of technical goals and contract commitments. Presents status reports to senior management including any action recommendations requiring further approvals.
  • Collaborates with procurement, engineering, operations and quality assurance in overseeing the selection and contract performance of subcontractors providing technology, key product components and engineering services for assigned programs.
  • Serves as customer contact on contract performance and customer support for programs under the Program Manager’s direction.

Job Specifications

Extensive experience in the management of major technical programs, preferably in the aerospace/defense industry plus the subcontract management of major suppliers. Should have competencies in earned value management systems, risk management, integrated master planning/scheduling, and project accounting, and be actively pursuing or qualified for certification by the Project Management Institute as a PMP (Project Management Professional) or equivalent. Should have a minimum of eight year’s professional experience including six year’s specific to program management coupled with a technical undergraduate degree and an M.S. in Engineering or related technical discipline.
