Description

Primary Responsibility: In conjunction with other employees within the Community Development Department, the Planner 1 is primarily responsible for current planning case load duties including code administration and permitting.

Main Job Duties: (90%)

  • Current Planning Caseload: Formulates recommendations and prepares staff reports for assigned land use cases. Researches historical records and conducts site visits when necessary. Presents staff reports to appointed boards, citizen groups, and elected officials through written communication, graphics, and oral presentations at public meetings. (30%)
  • Current Planning Customer Service: Provides service to the public: both walk-in and call-in by answering questions pertaining to department policy and procedures. Advises public on application process, handles pre-application conferences, and reviews applications for completeness and substantive content. Confers with applicants and the public to explain, interpret, and discuss regulations, plans, and polices. (30%)
  • Code Amendments: Identifies code deficiencies or needed amendments experienced during current caseload planning duties. Researches, analyzes, drafts, and recommends amendments to County codes and guidelines or other Community Development Department policies. (5%)
  • Citizen Groups: Acts as liaison to Planning Commission. (5%)
  • GIS Operations: Updates and/or supervises the updates of GIS geodatabases. Assigns addresses, updates address database, and distributes to required parties. Provides GIS assistance to other departments and the public. Assures Gilpin County GIS data is provided to state, regional, and local agencies in addition to the Gilpin County Open Source Site on ArcGIS Online. Provides GIS assistance during emergency situations. (20%)

Additional Job Duties: (10%)
Works closely with other County departments where duties overlap.
Performs administrative tasks as necessary to perform duties and maintain records.
Performs other duties as assigned by the Community Development Director and any duties needed to stabilize an emergency situation.

 
Position Requirements

Qualifications:

  • Education: BA or BS degree in planning or related field required, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities to perform.
  • Highly proficient in the use of word processing, spreadsheet and database software. Adequate proficiency in GIS required with proficiency in CAD software preferred.

Ability to:

  • Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English; ability to keep patrons, subordinates, peers and supervisors informed; and the ability to listen.
  • Work efficiently and effectively as a team member within the department.
  • Establish and maintain courteous and effective working relationships with employees, the public and other agencies.
  • Exercise independent judgment and critical thought.
  • Understand, interpret and communicate policies, procedures and protocols.
  • Organize work, set priorities, meet critical deadlines, and follow up on assignments with minimum direction.
  • Demonstrate self-motivation in resolving issues without awaiting a directive.
  • Apply logical or scientific principles to define problems, collect data and draw conclusions.
  • Knowledge of and ability to research, compile, and summarize a variety of informational and statistical data and materials; prepare clear and concise reports, correspondence and other written material.
  • Knowledge of and ability to understand and apply standard planning regulations, procedures and practices.
  • Must pass background check, including traffic and criminal.

Certifications:

  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Must possess FEMA ICS 100 and 700 certifications within six (6) months of employment.

Work Environment:

  • Work is performed in a typical indoor office setting.
  • Work is mostly sedentary with periods of mobility and light physical activity.

Mental /Physical Requirements:

  • Reach, grasp, handle, stoop, kneel, and bend in order to place and retrieve stored information such as files, forms, reports and equipment.
  • Physically operate a variety of equipment such as computers, copiers, facsimile machines, etc.
  • Exert up to 20 pounds of force occasionally, and/or up to 5 pounds of force frequently to move objects.
  • Perform without additional assistance all physical movements necessary for office administration.

Full-Time/Part-Time Full-Time  
Salary Information $22.21 - $23.32 hourly DOQ. The pay range for the Planner 1 is $22.21 - $33.27 hourly.
