Description

Primary Responsibility: Maintains the security of the Evidence Room in order to preserve the integrity of evidence and the chain of custody of the Gilpin County Sheriff's Office. Properly logs, processes, secures, and photographs evidence.

Supervised by: Division Chief - Patrol

In absence of the Division Chief - Patrol, use chain of command established by Gilpin County Sheriff's Office.

Main Job Duties:

  • Upon receipt, promptly enters into computer (1) evidence and/or (2) non-evidence property received by the Sheriff's Office; processes non-evidence property and assigns to proper storage area; carefully marks evidence packages and places in assigned storage locations; ensures special handling of all evidence with possible latent prints, trace substances (e.g., hairs, fibers, blood, semen, etc.), and/or retention of value until item(s) are sent to lab or tested on premises; ensures special handling of narcotics, bio-hazard, and/or other items which require refrigeration or dry packing before storage; ensures that evidence forms are correctly completed.
  • Photographs items to be released from custody; ensures that photographs are of "court quality"; obtains the Officer's or District Attorney's authorization to release items; schedules times for release.
  • Packs and seals evidence sent to CBI for testing; ensures proper handling of items to be mailed or transported; may be required to pick up items when lab testing is completed; checks to ensure that items are returned with the proper signatures and dates necessary to maintain chain of custody.
  • Testifies in Court regarding evidence preservation, handling, and chain of custody; packages items for Court and ensures proper transfer from Evidence Section to Court; maintains proper paperwork for all items entered as exhibits until such items are released back into the custody of the Evidence section.
  • Prior to release, auction, or destruction, researches property brought to division to ensure that such property is not included in filed lost or stolen reports; schedules pick-up of bikes and items to be auctioned; also schedules time for release of items as well as court-ordered destructions.
  • Schedules time for viewing of evidence by District Attorneys and/or defense attorneys; prepares copies or photographs evidence as necessary.
  • Ensures proper processing of film; also supplies Deputies with film, drug test kits, sacks, fingerprint powder, etc. as necessary.
  • Calibrates scales used by Deputies in the Evidence section; maintains certification license for scales.
  • Checks lockers for security; cleans drying rooms after use; changes filters in drying rooms.
  • Assists with the maintenance of custody of other non-evidentiary property submitted into the property and evidence room; maintains control and inventory of these items as outlined by the Gilpin County Sheriff's Office policies; responsible for the appropriate release of property from policy custody; participate in all audits, inventories, and inspections of the property and evidence room.
  • Responsible for the disposition of evidence or other property stored by the Gilpin County Sheriff's Office; maintain procedures which ensure timely disposal or release consistent with County, State and Federal law and Gilpin County Sheriff Office Policy directives.
  • Assists with the filing and storage of photographs, negatives, the maintenance of fingerprint cards and mug photographs; assists with maintaining a supply of packaging materials in the evidence section, as well as, all other bar-coding terminals.
  • Safeguards and maintains the integrity of all evidence and the chain of custody in accordance with state and federal laws, and departmental policies and procedures.
  • Verifies evidence sheet to actual evidence submitted to ensure accuracy.
  • Receives, catalogs, stores, secures, retrieves, transfers and disposes of property and evidence; processes narcotics for disposal; processes firearms for release, auction or disposal; receives, stores, and disposes of bicycles and motorized vehicles; reviews criminal history background checks to determine appropriate release of firearms.
  • In conjunction with the Division Chief, develops and maintains policies and procedures for evidence. Explains evidence room procedures to Deputies, the general public and outside agencies.
  • Works with internal and external customers via the telephone and in face-to-face contact.
  • Operates computer system to enter submitted items into Evidence tracking system.
  • Transports and tracks for laboratories.
  • Responds directly to crime scenes upon request of supervisor.
  • Conducts audits and inventory of property; corresponds with Deputies and general public regarding disposition of property; matches stolen and lost property with property inventory.
  • Attends seminars, classes lectures, etc., as appropriate, to enhance and maintain knowledge of trends and developments in the field of property and evidence practices and procedures.
  • Maintains cleanliness of assigned workstation and evidence room.
  • Provides basic medical attention in emergencies, including CPR, as required.

Additional Job Duties:

  • Performs other appropriate duties as assigned by Division Chief or Undersheriff and any duties needed to stabilize an emergency situation.

Hours:

  • May be subject to emergency and/or scheduled call-out.
 
Position Requirements

Qualifications:

Education: High school diploma or GED and one year of experience in records management, inventory control, or related field; specific experience in evidence custody preferred or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.

Computer knowledge: Microsoft Office, including Excel, Word, and Outlook with the ability to learn new programs.

Knowledge of:

  • Office operations including filing, cash count and record keeping; basic knowledge of typing, keyboard function and basic computer systems; some knowledge of practices and procedures of evidence and property security; some knowledge of the principles and practices of law enforcement and law enforcement equipment.
  • Basic techniques for effectively maintaining an evidence room environment.
  • Basic techniques and practices of chain of custody rules used in law enforcement property and evidence processing, storage, and disposition.
  • Accepted law enforcement procedures, operations and regulations.
  • Principles and practices of work safety.

Ability to:

  • File accurately, type and enter data; and prepare basic documents.
  • Communicate with co-workers and comprehend requests for specialized processing at crime scenes and property room needs.
  • Clearly testify in the courtroom setting; produce neat, legible and professionally written materials;
  • Enter and access information relating to evidence and property files.
  • Recognize evidence at crime scene through searches as illustrated by investigators.
  • Secure and/or collect the evidence appropriately.
  • Maintain an inventory of property and evidence with an accurate records system.
  • Use a variety of office equipment such as: Voice Mail, scanners, fax, and copiers.
  • Work independently or as a member of a team to accomplish a variety of tasks involved in the job.
  • Take photographs and maintain accurate records and logs.
  • Preserve confidentiality of sensitive materials.
  • Establish and maintain effective working relationships with Deputies and other county employees and those contacted in the course of work.
  • Accuracy, attention to detail and accountability are critical skills required.
  • Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English; and the ability to listen.
  • Use tact, discretion, initiative and independent judgment within established guidelines.
  • Follow complex instructions.
  • Must have a valid Colorado Driver’s License without any restriction due to driving record. Must also be able to drive a county vehicle.
  • Must pass background check, including traffic and criminal.

Certifications:

  • CPR & First Aid certification within 90 days of employment.
  • Must possess FEMA ICS 100 and 700 certifications within 6 months of employment.
  • Obtain OSN within 6 months of request to CBI.
  • Obtain CCIC/NCIC Certification within 6 months of request to CBI.

Mental/Physical Requirements:

  • Work is primarily performed indoors in an office/warehouse environment; however, the job involves limited exposure to a wide range of chemicals, solvents and other solutions. May be exposed to biohazard items.
  • May work outdoors in adverse conditions and locations, completing tasks related to evidence control and disposition.
  • Occasionally drives a county vehicle to perform job related functions.
  • Work involves frequent walking, standing, sitting, vision sufficient to read a variety of material and complete paperwork; distinguish colors; hearing, speaking, listening, and writing.
  • Work involves light to medium (25 lbs.) lifting and carrying, pulling, pushing, reaching, use of fingers and hands, climbing, crawling, bending/stooping, twisting, kneeling, squatting.

Experience:

  • One year of experience in records management, inventory control, or related field; specific experience in evidence custody preferred or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities.

Salary Information $22.21 - $23.32 hourly DOQ. The pay range for the Evidence Technician is $22.21 - $33.27 hourly.
