Plans Examiner / Inspector

SUMMARY:

Under basic supervision, the Plans Examiner/Inspector inspects residential and commercial buildings to verify compliance with all building, safety, and construction codes and regulations. This position also processes permit applications, reviews construction plans, and issues permits. Duties may vary according to job assignment.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Inspects residential and commercial buildings; verifies compliance with state and federal building and safety regulations, approved plans, and County standards; documents inspection procedures and findings, identifies compliance issues, and updates computer records and case reports.
  • Performs duties within scope of authority and training; duties may vary according to job assignment.
  • Equitably enforces building and safety codes and regulations.
  • Researches and reviews permit applications; interprets plans and building regulations, resolves issues, calculates fees, and approves issuance of permits
  • Reviews construction plans for compliance with applicable building code and prepares building, plumbing, mechanical, and electrical permits for issuance.
  • Reviews permit applications and associated documents to complete the forms necessary for the issuance of the permit.
  • Prepares deficiency letters to provide review results to the permit applicants when issues need to be addressed to complete the application process.
  • Coordinates the resolution of complaints and technical questions; provides assistance to clients on methods to meet County requirements.
  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
  • Maintains regular and reliable attendance.
 
Position Requirements

MINIMUM QUALIFICATIONS:

Education and Experience:

High School Diploma or GED equivalent; AND four year’s building trades and inspection experience; OR an equivalent combination of education, training, and experience.

Required Licenses or Certifications:

  • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.
  • Building Inspector and/or Plans Examiner certifications are required; depending on the needs of the County, incumbent may be required to obtain additional technical certifications.
  • Electrical Plans Examiners/Inspectors will be required to possess a Colorado Master Electrician’s License or a minimum of five (5) years’ experience as a Journeyman.

KNOWLEDGE AND SKILLS:

Knowledge of:

  • County policies and procedures.
  • County land use and development regulations, and zoning and building codes.
  • Principles and practices of building, electrical, mechanical, and plumbing inspection.
  • Federal, state and local building, housing, and safety laws, rules, ordinances, codes, and regulations.
  • Uniform Building and Fire Codes, National Electric Code, Uniform Plumbing Code, Uniform Mechanical Code, and related state and local statutes and regulations.
  • Record keeping and records management rules and standards.

Knowledge of (Job Class Standard):

  • County policies and procedures.
  • State and federal laws and regulations governing work performed.
  • Record keeping and records management rules and standards.

Skill in:

  • Interpreting and applying statutes, rules, ordinances, codes and regulations.
  • Reading and interpreting building plans and technical specifications, and checking details, estimates, plans, and specifications of projects.
  • Applying technical knowledge of building trades work, and using sound inspection methods to determine workmanship quality, and detect deviations from plans and specifications.
  • Analyzing situations accurately, making independent decisions while working in the field, and following established procedures.

Skill in (Job Class Standard):

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.
  • Interacting with people of different social, economic, and ethnic backgrounds.
  • Following and effectively communicating verbal and written instructions.
  • Establishing and maintaining cooperative working relationships with co-workers and other regional emergency services agencies.
  • Utilizing standard personal computer software programs and specialized state and County software.
  • Communicating effectively verbally and in writing.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

  • Work is performed in a standard office environment, with frequent visits to building sites.

HIRING RANGE:

$27.15- $33.11 per hour dependent on qualifications
