Description

Summary:

Provide capability development, analysis, requirements determination and project support services for the Army Futures Command (AFC), ARCIC Futures and Concepts (FCC), Maneuver Capabilities Development and Integration Directorate (MCDID), and Robotics Requirements Division (RRD) at Ft Benning, GA. The outcome of this service is approved and validated JCIDS capability documents supporting the Defense Acquisition System (DAS) and Planning, Programing, Budgeting, and Execution (PPBE) system.

Specific duties may include, but are not limited to:

  • Provide JCIDS research and writing support to legacy, current, new start and Army directed products and initiatives. Legacy and current programs are defined as projects with approved JCIDs capability documents that are generally between Milestone A and post Milestone C in the DAS. New start and directed initiatives are defined as projects without approved JCIDS requirements, generally pre Milestone A in the DAS or being procured in innovation rapid acquisition techniques. These requirements may include but are not limited to Family of Integrated Tactical Systems (FITS) and various sensors that are integrated into various systems integrated into vehicles and systems supporting the dismounted force.
  • Develop Initial Capability Documents (ICD) and Capability Developments Documents (CDD), monitoring and maintaining tests and demonstrations during research, development, testing, and evaluation (RDT&E) as well as procurement phases. Assist Department of Army (DA) and Training and Doctrine Command (TRADOC) in the development of issue sheets for Front End Analyses, DOTMLPF analysis, ICDs, CDDs, Basis of Issue Plans (BOIP), cost and operational effectiveness analysis (COEAs), and modeling efforts and simulation in the support of capability development programs.
  • Facilitate and Support preparation of Capability Based Assessments (CBA) to identify capability gaps within the force. These assessments are based on current doctrine, tactics, techniques, and procedures, historical references and current operational lessons learned.
  • Maintains familiarity with United States (U.S.), Allied and foreign armed services, U.S. Defense Industry technological developments.
  • Conducts review and analysis of foreign and domestic documents to identify materiel concepts and technologies which have application in the U.S. Army or should logically be represented bilaterally or multilaterally in an international forum.
  • Coordinates, consolidates and reviews Robotics Requirements Division (RRD) written document submissions to higher headquarters (i.e., TRADOC Program Integration Officers, Army Futures Command Staff) and outside agencies (e.g., Office of the Secretary of Defense [OSD], Headquarters Department of the Army [HQDA], Assistant Secretary of the Army (Acquisition, Logistics, and Technology) [ASA (ALT)], Program/Project Managers, etc.).
  • Responsible for developing and making recommendations for/on RRD positions on product improvements for assigned robotic materiel systems. Represents RRD at a variety of meetings, conferences, and symposiums in order to brief or defend recommendations and RRD position.
  • Facilitates interaction and maintains constant communication and coordination between the capability development community, the materiel developer, defense industry, doctrine, training, and testing communities.
  • Must complete Defense Acquisition University (DAU) prerequisite courses and obtain Capability Development Level 1 Certification within 6 months of start of the contract.

Required Qualifications:

  • Knowledge of DOD acquisition practices to include planning, coordinating and implementing capabilities-bases programs and supporting the acquisition of a variety of combat arms and robotics related equipment.
  • Knowledge of DOD robotics and autonomous systems/programs, applique and payloads.
  • Familiarity with enduring robotic technologies, artificial intelligence, levels of autonomy in unmanned systems and various smart materiel solutions.
  • Familiarity with the synergistic integration of mechanics, electronics, and computer technology for the production of enhanced products and systems
  • Knowledge of current and future unmanned ground and aerial robotic systems and applique, to include, but not limited to, associated doctrine, tactics and techniques of employment.
  • Ability to use a systems-based process in the development of required systems capabilities, ensuring the successful integration of robotic systems and platforms
  • BS degree in electrical or mechanical engineering, robotics, business management, project management, information systems, or computer science.
  • Four (4) years of specialized UGS experience.
  • General working knowledge of various types of ground sensing technology (seismic, acoustics, magnetic, ground penetrating radar, wireless communications, digital interfaces, power and energy, etc.).
  • General working knowledge of various areas dealing with robotic platforms, such as artificial intelligence, interoperability, network security, machine learning and collaboration.
  • Ability to obtain DAU prerequisite courses and obtain capability development Level Certification within 6 months of start of the contract.

Desired Qualifications:

  • Exceptional writing skills and significant experience in briefing key leadership
  • Possess an in-depth and current understanding of relevant Army doctrine and tactics
  • Proficiency in the use of automatic data processing (ADP) equipment, and standard desktop publishing software (e.g., Microsoft Office Suite), as to prepare briefing materials
  • Self-starter who works well unsupervised.

Clearance: Secret with ability to obtain a Top Secret (TS) Clearance.

Travel: 50%
