Purpose of Division

The division of Human Resources (HR) develops and implements innovative human resources programs that enable NeighborWorks America to attract, develop, and retain the best and brightest diverse talent to achieve NeighborWorks America’s mission. As a strategic partner with management, Human Resources develops creative recruitment plans; develops and implements competitive comprehensive total compensation including benefits, incentives, awards and salaries; provides employee development, leadership, and programs to help employees retain technical skills; and, implements quality of life initiatives that provide increased flexibility for managers and employees, which allows NeighborWorks America to compete for and retain highly-skilled employees.

Position Summary

The (Senior) Manager, Performance & Metrics will support the entire division with the development and evaluation of reports, operational metrics and results of the department in relation to established goals, manage the maintenance, integration and implementation of HR systems, and the performance management program. The (Senior) Manager will analyze and evaluate human resources operations for effectiveness, efficiency, compliance with relevant law and regulations, and internal HR controls; and recommend new approaches, policies, and procedures to effect continual improvements. Additionally, the (Senior) Manager is responsible for / will assist with the full spectrum of human resources functions including; staff planning, compensation and benefits, employee relations, organizational development and compliance as a business partner for assigned client groups.

Essential Responsibilities:

Performance & Metrics:

  • Produces and provides analysis, trends and metrics, and statistical data for the HR functions. Ensures data, reports and analyses are validated and accurate. Responsible for data upload or migration when necessary.
  • Oversees all HR systems to ensure security, integration, and functionality. Provides technical knowledge and guidance for HR systems (HRIS, ATS, PMS, and other related systems and applications). Researches HR technology trends and best practices and incorporates findings into the selection and implementation of technologies and services to meet long term HR business needs.
  • Evaluates HR processes to identify areas for improvement. Formulates and drives improvements in procedures and best practices within HR. Recommends and implements systems and process improvements/enhancements across HR to minimize manual transactions, streamline processes, and reduce the risk of errors.
  • Manage the performance management program for the organization. Implements and maintains a performance management system to manage the overall life-cycle process.
  • Responsible for exit interview, EEO, and Affirmative Action reports.
  • Prepares internal employee communications regarding HR programs and policies. Assists in the design, delivery and evaluation of HR programs and company trainings.
  • Assists with internal and external HR related audit activities to ensure data integrity and compliance with documented procedures.

Generalist/Business Partner:

  • Builds knowledge of the organization, processes, and customers in an effort to better help client groups meet their business needs. Participates in team meetings within client groups to proactively develop solutions to support business strategy and to establish and maintain productive internal and external working relationships. Maintains good communication and a positive relationship with employees to promote employee satisfaction.
  • Serves as back up to other HR Managers and staff in providing support to divisions.
  • Assists in the development, implementation, and maintenance of company policies adhering to local, state and federal environmental, health and safety regulations, and employment/labor laws. Participates in developing divisional goals, objectives, and systems. Recommends new approaches to HR programs that are effective and consistent with corporate objectives and industry trends.
  • Facilitates implementation of appropriate change management initiatives associated with organizational transition activities. Supports the goal of establishing the human capital of the organization as a critical component in accomplishing business goals.
  • Maintains current knowledge of applicable state, federal and local employment law and regulations.
  • Lead and/or participate in special projects in related areas or other job-related duties as assigned.

Nature of Work Contacts:
NeighborWorks America staff, vendors and other company representatives, employment candidates for the purpose of exchanging information, Officers, division heads to provide information for decision-making.

Fiscal Responsibilities:
Budgetary oversight for assigned projects and/or vendors.

 
Position Requirements

Required Minimum Qualifications:
(a) Education: A Bachelor’s degree in Human Resource Management, Business, Computer Science, Information Systems, or related field. Will consider relevant professional experience in lieu of a degree.

(b) Experience: At least 7-8 (or Senior Manager level 10+) years’ progressively responsible experience handling complex and varied employment management situations (including performance management, HR metrics and reporting, compliance, business analysis, employee relations). Senior Manager level at least three (3) years supervisory experience.

(c) Licenses, Certifications: PHR/SPHR or SHRM-CP/SHRM-SCP.

(d) Competencies, Knowledge, Skills & Abilities:

  • Exceptional planning and organization skills.
  • Strong process improvement background including metrics development.
  • Demonstrated analytic skills to run analysis and manipulate data sets; and experience with complex and large-scale projects, and web-based technologies.
  • Ability to create, modify and run systems queries.
  • Knowledge of federal and state employment regulations.
  • Strong business and HR acumen, including strong problem-solving skills, critical thinking, and initiative.
  • Strong project management skills with the ability to lead projects, influence and obtain buy-in, drive execution, and achieve the right results.
  • Ability to manage sensitive, confidential issues.
  • Excellent interpersonal, written, auditory, and oral skills in order to effectively communicate, including facilitating meetings/trainings.
  • Ability to influence and partner with all levels of the organization to achieve results.

(f) Technology:

  • Advanced level of proficiency utilizing Microsoft Excel and demonstrated experience with other common office tools such as MS Office Suite (Word, PowerPoint, and Outlook).
  • Previous experience with HRIS and Performance Management Systems (PMS).

Preferred Qualifications: A master’s degree in HR or Organizational Development. Human Resource Information Professional (HRIP) certified. Experience in fast-paced human resources environments, utilizing current industry best practices. Experience using and maintaining Ultimate Software HCM solutions, Saba/Halogen Software, and/or Grovo Learning Management System. Experience with HR system implementations (HRIS, LMS, PMS), employee investigations, and reorganizations. At least three (2) years supervisory experience, leading work of direct reports or consultants.
