PacArctic is hiring a full-time Materials Handler to support PAC and our customer in Bluemont VA. The Materials Handler will work receiving, storing, and assembling for issue, storage, shipment, and distribution a wide variety of bin and bulk supplies, materials, equipment, and commodities dispersed among the warehouse operation. Reports to the Project Manager.

The Materials Handler responsible for performing a full range of warehouse functions in either a major segment of a large warehouse or as the principal materials handler in a small warehouse. Generally, works with a high degree of independence in determining sequences of loading and unloading developing space utilization plans, and implementing the movement of materials from dock to bin or from storage to shipping. In mechanized warehouses, provides guidance to lower-level workers in the operation of specialized equipment such as manned storage and retrieval cranes, automated stock selectors and other automated or mechanized equipment. In non-automated warehouses, responsible for effectively accomplishing all types of warehouse functions as assigned. Often responsible for directing and guiding the work of lower-level workers as well as making determinations as to placement, unloading, timing, and general movement of materials within assigned areas. Works under the general direction of a supervisor or facility supervisor who will provide instructions on the work to be done, either orally, or through written instruction.

Essential Functions, Responsibilities & Duties (may include but are not limited to):

  • Receives, locates, stores, issues, and ships supplies, materials, and equipment.
  • Routes and expedites movement of parts, supplies, and materials.
  • Unloads and checks all inbound freight of supplies/materials and equipment, taking care to document all overages, shortages, damage, and refusing receipt of damaged goods at the dock.
  • Provides customer assistance to those customers requesting materials and supplies.
  • Customer service includes greeting personnel, issuing materials, and assisting customers with a high degree of professionalism and courtesy.
  • Distributes supplies within various warehouse/storage areas to support Mount Weather customers and special projects.
  • Performs a full range of warehouse functions in a major segment of a large warehouse.
  • Works with a high degree of independence in determining sequences of loading and unloading, developing space utilization plans, and implementing the movement of materials from dock to bin or from storage to shipping.
  • Oversees storage for specific commodities or equipment groups.
  • Responsible for storage and space utilization for a variety of commodities, equipment, and material in accordance with Agency Regulations.
  • Ensures safe receipt, storage, and movement of hazardous and toxic materials and substances in accordance with facility and regulatory requirements.
  • Receives formal and on-the-job training to oversee hazardous materials in accordance with safety regulations.
  • Operates a variety of Materials Handling Equipment (MHE). Equipment ranges from electric carts, vans, cargo trucks, and electric/diesel forklifts with a load capacity up to 10,000 lbs. Operation of vehicles will be in confined spaces, within warehouses, paved roads, and on un-paved, unimproved, or difficult terrain.
Position Requirements

Work Experience, Knowledge, Skills & Abilities:

  • Personnel must be qualified in their specific trade and must be able to go through the security screening necessary to gain access to the MWEOC without escort.
  • Must have Fork Lift Certification
  • Contractors do not need a security clearance but must be U.S. Citizens and must pass MWEOC and FEMA suitability determinations for unescorted access to the facility.
  • Contractor personnel will interface with both MWEOC and other federal agency personnel and must have good customer service skills.
  • HS Diploma or equivalent
  • Must have at least one (1) year materials handler experience.
  • Thorough knowledge of the physical distribution functions of a warehouse, including materials, receiving, storage, issuing, and preservation.
  • Ability to determine sequences for loading materials and organizing incoming shipments for maxim space utilization, safety considerations and damage protection.
  • Skill in the use of on-site automated equipment and systems. This would include automated storage retrieval systems and the ability to learn the on-site inventory accounting & control program.
  • Skills in operating larger material-moving equipment and vehicles inside the warehouse, and forklifts and related vehicles in outside areas on unpaved, unimproved, or difficult terrain.

Working Environment & Conditions

This position is primarily outdoors and includes a combined office and shop position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; bend, stoop, climb; use hands to manipulate, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand or sit for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs independently and lift and/or move up to 75 lbs with assistance. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
