MADEN TECHNOLOGIES seeks a full-time Crime/Trade Analyst to join our dynamic team! We are an established, growing company focused on environmental, science, technology, construction, and healthcare solutions. The Crime/Trade Analyst supports Department of Commerce/NOAA National Marine Fisheries Office of Law Enforcement (OLE) to: (a) conduct risk assessments of fish products and foreign fishing vessels inbound to the United States, and (b) assist with analyses and assessments that allow law enforcement personnel to prioritize and target shipments and vessels most likely associated with illegal activity.

This position is located in Silver Spring, Maryland.


  • Ensure that all users of Magnuson-Stevens Fishery Conservation and Management Act (MSFCMA) data have signed confidentially agreements in place
  • Protect Personally Identifiable Information (PII) and Business Identifiable Information (BII)
  • Maintain privacy, confidentiality, and secrecy of information and documents in accordance with U.S. Government, DOC, NOAA, NMFS, and OLE rules, regulations, and policies
  • Collect, review, and evaluate intelligence reports, assessments, and other data from multiple sources for technical accuracy and relevance and significance of information relative to the domestic and international harvests and trade in regulated products
  • Develop summaries and recommendations
  • Identify information requirements and gaps, specify collection requirements to fill gaps, and evaluate the information collected in response to those requirements
  • Develop analytical tools and methodologies to analyze data and present conclusions
  • Liaise with staff in other Federal and State Government agencies, inter-governmental organizations, international agencies, and other organizations and officials as required to facilitate information sharing and inter-agency partnerships
  • Develop and present technical input and/or presentations, on request for interagency and international meetings and conferences in support of the OLE mission
  • Report meeting agenda, results, and recommendations to OLE leadership
  • Analyze complex business transactions, relationships, and trade in regulated marine products for the purpose of reporting illegal activities to OLE staff; analyses may include tracking vessel registry and ownership, tracking fisheries products in international trade or financial assets, and tracking vessels through multiple ownership and/or international registry changes
  • Use software analytical tools (e.g., Link Analysis, GIS) to produce computer-generated graphics, maps, and/or diagrams displaying illegal activities
  • Create reports on civil violations and criminal activities, including changing trends and patterns, related to illegal fishing activities and crimes associated with illegal, unreported, and unregulated (IUU) fishing
Position Requirements


  • Must be a U.S. citizen
  • Bachelor’s Degree
  • Minimum of 4 years of experience with the above duties and in identifying, detecting, and preventing IUU fish products from entering the U.S.
  • Top Secret/SCI clearance (SCI eligibility is acceptable)
  • Experience in use of analytical tools such as Link Analysis and GIS tools
  • Preference given to candidates with direct experience working in the NOAA National Marine Fisheries Office of Law Enforcement
