Interactive Government Holdings (IGH) is seeking a qualified, trained and capable individual to serve as a Graphics Designer in the Department of Transportation, Office of the Assistant Secretary for Administration (OST-M), Office of Facilities, Information and Asset management (OFIAM).

Mission

The Graphics Designer will provide printing and visual information support. They shall perform a variety of activities involving the creation of technical and general information through written, printed, and visual means.

The contractor shall develop and coordinate advanced level design, graphics requests and printing through the application of existing or new policies, standards, and procedures which cover printing, estimating, design, typography, formatting, photo manipulation, art production, and visual impact of graphics material and print/visual presentations.

 
Position Requirements

Major responsibilities include (not all inclusive):

  • Estimates the cost of graphics and printing procurement. Establishes work schedule, completion date, and any special requirements, i.e., design and technical assistance.
  • Creates specifications for bids to ensure best quality, price, and production schedule.
  • Reviews and awards bids based on responsiveness to requirements and best value.
  • Considers cost, quality, and schedule when developing job work plan.
  • Documents changes and prepares appropriate paperwork in accordance with GPO contract regulation.
  • Provides technical advice and guidance to customers regarding printing procedures, production methods, DOT printing and graphics policy, cost estimates, delivery schedules, etc.
  • Manages job through delivery and communicates any changes in schedule. Coordinates proof review and timely approval, review of samples, and confirmation of delivery.
  • Edits, formats, and proofs artwork for printing. Designs artwork for digital display or hardcopy.
  • Maintains awareness of current developments in the field and recommends hardware/software packages to support departmental needs.
  • Maintains a comprehensive database of visual information accessible to all employees.
  • Uses a variety of peripheral devices which includes but is not limited to industry standard personal computers (Mac and Windows operating systems) large format plotters, digital copiers, digital creaser, flatbed cutter and cold set mounting equipment to create, produce, print and/or graphics imagery.
  • Manages the agency digital display system; ensures that digital files and videos display properly on all agency monitors.
  • Outsources and coordinates print and/or graphics requests to be completed off-site.
  • Manages work load and provides accurate updates using department job tracking software.
  • In the absence of a supervisor, may assume duties in the planning, assigning, and reviewing of the work of the VIP Section.
  • Performs other duties as assigned.

 

Qualified Candidates must have:

  • Knowledge of advanced principles in printing and binding processes.
  • Knowledge of advanced principles of visual arts methods, techniques, software and materials used in the design, production, and reproduction of common graphic art products.
  • Knowledge of graphic composition layout, drawing, inking, scaling, use of photographs, printing, computer graphics, techniques, etc., to complete assigned projects.
  • Knowledge of personal computer-based applications software and techniques.
  • Comprehensive knowledge of Federal Procurement Regulations, Contract Terms, Joint Committee on Printing (JCP) regulations, Code of Federal Regulations Title 44 and applicable Government Publishing Office (GPO) Instructions and Notices.
  • Understanding of the interrelationships within GPO’s organizational structure. This includes a knowledge of the scope, functions, and responsibilities of each department.
  • Proficient in the use of Adobe Creative Cloud Suite, Enfocus Pitstop Pro, Microsoft Office, Web-based digital display software, and XMPie.
  • Ability to save files in various formats to include output to slides, 508 compliant, print ready files, digital imagery and hard copy.
  • Ability to communicate effectively with customers who may not be familiar with terms used in printing, design technology, digital design, or conceptual design.
  • Ability to quickly analyze subject matter to develop visual media that effectively conveys the requestor’s vision and complies with the agency’s graphic standards and branding policy.
  • Ability to rewrite customer specifications in a simple, concise style.
  • Ability to deal effectively and diplomatically with customers, GPO, commercial contractors.
  • Ability to analyze prices, bid abstracts and cost factors from GPO and GPO approved vendors.
  • Vendor must provide alternate backup personnel for coverage.

 

Reporting Requirements:

  • Weekly Status Report. This written report shall inform the Supervisor of the status on all assigned projects. The report shall provide details on all project hurdles and accomplishments. The government will provide template to Follow.
  • Monthly Status Report. This written report shall inform the Supervisor of the status on all assigned projects. The report shall provide details on all project hurdles and accomplishments. (date received and completed, category of task, problems, delays, printing vendor invoicing, etc.

Duty Hours:

Monday thru Friday 8:30 A. M to 5:00 P.M except for all DOT Holidays

  • Potential Overtime Hours

Overtime may be required with as little as a 30-minute notice - Contractor must notify COR Immediately upon beginning Overtime and upon completion of required Overtime.

Weekends- May be required as Overtime - Contractor must notify COR Immediately upon beginning Overtime and upon completion of required Overtime.
