Pay Rate $58,000-$68,000/yr.  
Description

SUMMARY
Position is responsible for managing, planning and executing the operations of the Bureau of Traffic and Lighting. Oversees all activities related to the maintenance and repair of city-owned street lights and traffic control devices which include traffic signals, signage and pavement markings.

SUPERVISION EXERCISED
Direct supervision of Superintendent V who oversees foremen and hourly employees of the Bureau of Traffic & Lighting.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
• Responsible for the performance and supervision of personnel in Traffic & Lighting operations.
• Coordinate the preventative maintenance of all signalized intersections and City street lights. Manages State and County traffic signal maintenance contracts.
• Works with Superintendent V to plan and schedule daily and weekly assignments.
• Works with the Streets Manager and City Engineers office to prioritize areas for pavement marking.
• Oversees Sign Shop operations including inventory, installation and maintenance of signage in the public right of way
• Oversees the response to emergency calls of signalized intersection failure in a timely manner.
• Supervises the processing of all complaints and reported problems, reviews related reports and responds to citizen concerns.
• Monitors material and supply accounts in the budget and requisitions raw materials, tools and equipment as needed.
• Responsible for the hiring of new employees and all personnel issues and disciplinary actions.
• Maintains open communication with staff and works collaboratively with the City Engineer's office, particularly in regards to signal timings, traffic control, pavement markings and overall asset management.
• Follows all city policies and safety procedures and utilizes good management practices in dealing with bargaining unit employees

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
• Knowledge of the methods and materials used in public construction and maintenance.
• Knowledge of occupational hazards and safety precautions.
• Knowledge of union agreements.

Position Requirements

EDUCATION AND/OR EXPERIENCE
• High school diploma or equivalent education required.
• Minimum of two (2) years working with traffic signal systems; minimum of five (5) years work experience as a supervisor. Equivalent relevant experience will be considered.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED
• Knowledge of the Federal Manual for Uniform Traffic Control Devices preferred.
• Must possess the ability to read and understand intersection design/lay out and schematic diagrams.
• Basic knowledge of accounting, statistical analysis and the principals of public administration.
• Ability to maintain exact and comprehensive records of expenses, finances, payroll, work projects, job performance and absenteeism.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED
• Familiarity with criminal justice and social intervention theories
• Experience working in a law enforcement environment
• Experience working with community-based organizations, social service agencies, and/or policy makers
• Excellent public presentation skills
• Experience managing a large, multi-stakeholder program or project

CERTIFICATES, LICENSES, REGISTRATIONS
• Class A Commercial Driver’s License, or the ability to obtain one within 60 days of hire.
• Certification as a Traffic Signal Electrician II by the International Municipal Signal Association is desired.

EQUIPMENT
All categories of pneumatic, hydraulic, manual and industrial equipment and tools needed to perform assignments.

The employee must occasionally lift and/or move up to 90 pounds. Specific vision abilities required in this job include vision and the ability to adjust focus.

WORK ENVIRONMENT
Work is performed in an office setting, with moderate inside temperatures, and outdoors, sometimes in adverse weather conditions. The noise level in the work environment is usually quiet to moderate in the office and moderately loud in the field. Entire office is smoke free.
