Purpose of Division:

The Field Operations Division of NeighborWorks America is responsible for delivering services, grants, and technical assistance to approximately 250 NeighborWorks organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live in affordable homes, improve their lives and strengthen their communities. The Field Operations Division is overseen by the Senior Vice President (SVP) of Field Operations, who is responsible for establishing the priorities and procedures for service delivery, grant programs and the identification of new affiliates. The primary relationship with NeighborWorks organizations is provided through staff in five regions across the country.

Position Summary: Under the direction of the Regional Vice President, the Senior Director develops and implements priorities, plans, services and activities of the region. The Senior Director is responsible for providing support to the Vice President in addressing programmatic issues; overseeing operations of the region; ensuring that services to NeighborWorks Organizations (NWOs) are provided in a timely and quality manner; promoting NeighborWorks America; and assisting with the expansion of the network of NWOs.

NOTE: The ideal candidate will be based in the Los Angeles or Denver area. Internal candidates from any city in located the 14 states that comprise the Western Region will be considered. Exceptional candidates from Oakland, Portland, San Antonio might be considered.

Essential Duties/Responsibilities:

  • Provides advice, counsel and programmatic analysis/recommendations to the Vice President to develop and implement the goals and priorities of the region and special initiatives which NeighborWorks America undertakes.
  • Represents the region at internal or public events in the absence or, at the request of, the Vice President for the purpose of promoting NeighborWorks America; including hosting, moderating, and facilitating meetings or events that promote improvement for NWOs and the affordable housing sector.
  • In coordination with the Vice President, develops new partnerships to support the growth and resources of NeighborWorks America. Recommends new ventures to raise resources and the visibility of NeighborWorks America. In addition, assists the Vice President to evaluate the effectiveness of the regional services to NWOs.
  • Assists the Vice President and staff to evaluate the effectiveness of NWOs and works with regional staff to develop and review action plans for all NW0s and shares the same with the Vice President. Insures Action Plans are documented, implemented and new updates added to the RM Checklist; insure information flows seamlessly into the biannual Integrated Planning Services meetings. Takes the lead on all OHTS input and activity and insures the Vice President is fully briefed on NW0s’ status relative to OHTS rating and before each quarterly OHTS meeting.
  • Serves as project manager for special projects as needed to include the required annual Regional training events.
  • Utilizes strong functional leadership, interpersonal and communication skills to lead, influence, and encourage others; advocates sound business decision making; demonstrates honesty/integrity; leads by example.
  • Provides excellent leadership by assigning team members clear accountability backed by appropriate authority. Lead and supervise staff, as well as interns or scholars. Provide direction, coordination and oversight of consultants supporting program initiative. Provide guidance, and as requested, direct supervision of selected regional staff. This will involve supporting the development of work plans, in order to support the goals of the region and NeighborWorks America. Perform annual performance reviews as required.
  • Supports the Vice President in the performance review of all other staff, and provides direct feedback to the VP on their performance. Provides other support as requested by the Vice President in personnel management and evaluation.
  • Provides assistance with administrative and programmatic functions including budgeting, allocation of resources, provision of technical assistance to NWOs, etc.

Position Requirements

Nature of Work Contacts:
NeighborWorks® America employees including officers, divisional staff, regional leaders and operations managers, NeighborWorks network staff, outside contractors, external partners, employment candidates; partner organizations, representatives from Federal, State and local government agencies, local NeighborWorks representatives, legislative and/or public policy staff and leadership of peer organizations, and other key stakeholders as required.

Fiscal Responsibilities: Assist as needed with the fiscal activities of the region including budgeting, reporting and audit related matters.

Required Minimum Qualifications:
(a) Education: A Bachelor's degree in public policy, public affairs, non-profit management, or related field. Relevant experience can be substituted for education.

(b) Experience: A minimum of 7+ years of diverse public, private, and/or philanthropic sector with progressive responsibility for program development and evaluation, resource development, partnership development, team management and technical assistance; with at least two (2) years of experience in supervising, directly or indirectly, consultants, working groups and staff preferred.

(c) Licenses, Certifications: None specified.

(d) Competencies, Knowledge, Skills & Abilities: Experience in strategic planning and organizational development. Ability to manage, coach and support staff who have many years of experience and highly technical expertise in housing and community development. Demonstrated experience and skills in change management. Experience supporting race, equity, diversity, and inclusion work preferred. Proven track record in community empowerment and demonstrated ability to improve the quality of lives and communities, Demonstrated ability to think and act strategically, while focusing and executing tactically to ensure successful and timely outcomes. Demonstrated ability to solve problems, analyze quantitative and qualitative information, and make recommendations. Demonstrated ability to manage multiple projects in a fast-paced team environment paired with the ability to meet critical deadlines, includes managing timelines and coordinating with a diverse group that includes but is not limited to staff, consultants, and advisors from within and outside the NeighborWorks network. Excellent interpersonal skills with a demonstrated ability to foster trust, respect, credibility and cohesive teamwork among persons with diverse talents, backgrounds and perspectives. Ability to identify areas for improvement within a team and provide strategies and solutions aimed at creating individual and collective effectiveness, efficiencies and growth. Working knowledge of the ways, means and sources through which public sector and private sector financing can be utilized to positively impact local communities. Demonstrated capacity to exercise independent judgment and sound decision-making in the midst of diverse and complex organizational environments. Excellent communication (verbal and written), and comfort with public speaking. Excellent organizational skills with ability to execute an individual workload while managing workloads of direct reports and handling competing priorities.

(f) Technology: Proficient in Microsoft Office, with advanced Excel skills.

Preferred Qualifications: A Master’s degree in a related field is preferred.

(a) Travel: up to 50%.
(b) Physical/Sensory Demands: Fast paced working environment, extensive computer usage.

Special Provisions:
Regular work outside of normal business hours, such as weekends and evenings required.
