Position Requirements

Minimum Qualifications:

Bachelor’s Degree in Public Administration, Construction Management or related field; supplemented by five years of experience in parks and grounds maintenance to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain the following certifications and licenses: Pool Operator and Playground Safety. Must possess and maintain a valid Georgia Commercial Driver’s License (CDL) including appropriate endorsement(s).

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all city or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

Under the guidance and direction of the Public Works Director, the purpose of this classification is to perform supervisory duties or grounds maintenance for all City parks and facilities. A strong ability to manage people is critical in this role.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Establishes and implements maintenance schedules, work methods, policies and procedures of the department: creates and distributes maintenance schedules; writes and amends standard operating procedures; distributes and explains new work methods, policies and procedures to department personnel; ensures compliance with maintenance schedules, work methods, and policies and procedures.

Coordinates efforts with contractors, vendors, trades specialists, and other City departments to obtain materials and labor required for construction/renovation projects or to prepare for special events.

Supervises the maintenance of inventories of supplies and equipment: ensures availability of adequate supplies to complete work activities; plans materials needs for new and on-going maintenance and construction projects; prepares purchase requisitions for needed materials, equipment, and supplies; oversees the receipt/distribution of incoming supply shipments.

Assists in preparing and administering department budget: makes recommendations regarding equipment specifications, materials and supplies needs, staffing, etc.; monitors expenditures against approved budget.

Responds to inquiries and/or complaints from the general public; provides information or directs inquiries to appropriate department resources; investigates and resolves operational and procedural problems and complaints.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including daily work reports, rental reports, work requests, and maintenance logs; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including work reports, budget documentation, and employee performance appraisals; compiles data for further processing or for use in preparation of department reports; and

maintains computerized and/or hardcopy records.

Operates or uses various equipment and supplies in order to complete work assignments: operates and maintains a motor vehicle; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with City officials, supervisor, other employees, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
