Position Summary

This posting is for a Mechanical Engineer Position. This position is posted as Engineer Level I – IV, thus various levels of experience in the desired knowledge and skills will be considered.

The position will be located at Wanapum Dam near Vantage, WA. Location is within commuting distance from Tri-Cities, Yakima, Wenatchee, Moses Lake, Ellensburg, Ephrata, Quincy, and Royal City.

Responsible for engineering activities in the Mechanical Engineering and Asset Management group within the Power Production Engineering Department. Duties include engineering support for of the 2,000 MW Priest Rapids Hydroelectric Project made up of the Wanapum Dam and Priest Rapids Dam developments; as well as the small hydroelectric generating facilities of Quincy Chute and Potholes East Canal Headworks. Engineering tasks include:

- Plant Design Changes

- Plant Improvements Requiring Engineering Expertise or Approval

- Equipment or Material Specification and Procurement

- Oversight of Installations and Quality

- Design and Implementation of Safety Improvements

- Manage Small to Large Complex Projects

- Provide Mentorship to Less Experienced and Developing Engineers

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

GENERAL

  • Review engineering work requests to determine scope, cost, and justification for the work request;
  • Prepare technical specifications
  • Build material lists
  • Generating new drawings or revise existing drawings,
  • Inspecting equipment in the field, reviewing technical data outputs of various pieces of equipment, and analyzing variations from original designs
  • Coordinate and conduct engineering and other studies, projects, and systems;
  • Develop, implement, and coordinate procedures, functions, and activities
  • Analyze system requirements; perform calculations required to verify system integrity
  • Specify equipment, work with vendors, and obtain quotes as needed.
  • Research and analyze technical information and data in order to prepare reports.
  • Manage proper documentation, mapping, and safety planning for all aspects of Grant PUD’s infrastructure from hydro-electric facilities, power production infrastructure, or power delivery assets; ensure all documentation is properly stored in Grant PUD’s engineering application databases.
  • Function as main point of contact with various internal and external stakeholders ensuring proper relationship development and communication policies are followed during all interactions; oversee contractors and consultants performing engineering work.
  • Perform site inspections; meet with contract personnel, Grant PUD Employees, and other representatives to resolve problems and concerns and answer questions on issues/projects; assist with field inspections of projects for conformance to approved plans.
  • Perform increasingly more responsible work as the employee gains experience and independently performs engineering duties.
  • Train in the formulation of budgets for projects including planning, design, regulatory, and construction phases.
  • Perform Project Management on small to large/complex projects in accordance with District standards
    • Prepare Project scopes
    • Prepare estimates and project budgets
    • Provide project justifications
    • Access project risks
    • Maintain project schedules

Educational Requirements

B.S. in Mechanical Engineering or B.S. in Mechanical Technology with 2 years applicable mechanical engineering experience. Professional Engineering License (PE) in the State of Washington preferred but not required.

EIT and/or Washington State PE certification preferred.

Knowledge and Skills

Knowledge of –

    • Hydroelectric generation, turbines, generators, governors and appurtenant equipment, (preferred not required).
    • Pumps, compressors, cranes, and spillway gates.
    • Basics for preparation of project budgets, cost estimates, engineering economic analysis and feasibility studies.
    • Safety regulations and requirements associated with powerplant and construction work.
    • Basics for preparation of studies with alternative development and project budget planning and project management (preferred not required).
    • Machine design principles and finite element analysis.
    • Fluids mechanics and design principles for compressible and non-compressible fluid systems.
    • HVAC system design principles, (preferred not required).
    • CAD drawing generation and layout.

Skills in –

    • Demonstrated ability to use District maintenance management system and work management software, Maximo, (strongly preferred).
    • Project scheduling analysis, preparation and use of MS Project software, (preferred not required).
    • Finite element generation and analysis and use of SolidWorks software.
    • System analysis and complex mathematical, analytical equation generation and use of MATLAB, (preferred not required).
    • Use of Microsoft Office suite to aid in budgeting and management of daily tasks.
    • Demonstrated skill in planning, report writing, coordinating and problem solving.
    • Demonstrated ability to communicate effectively, both written and oral.
    • Demonstrated ability to read both civil and mechanical drawings; and ability to read electrical drawings, (preferred not required).
    • Demonstrated ability to organize and conduct meetings.
    • Demonstrated ability to plan, organize, schedule and accomplish a variety of tasks concurrently.
    • Demonstrated ability to work in office environment, shop and field/outdoor environments.

Special Requirements

A valid State driver’s license is required. PE license preferred not required.

Physical Requirements

Duties are performed in an office environment and in various field locations including the powerplants. Activities in all areas of the Hydroelectric facilities including working around physical hazards from energized equipment, inside equipment with exposure to loud, heat and cold and exposure to heavy equipment and construction in all areas of the facility.
