Primary Responsibility: The Communications Supervisor provides day-to-day supervision and leadership to the Gilpin County Communications Center. The duties listed below are representative of this position, but do not necessarily include all the responsibilities and duties that an individual in this position may be called upon to perform.

Main Job Duties:
Communication Specialist Duties (49%)

  • Operates communication systems to receive emergency and non-emergency incoming calls for Sheriff’s Office; receives complaints and requests for service by telephone or radio; determines district of each caller; obtains necessary information to determine nature of problem, following established guidelines; scans status charts and computer screen to determine availability of units; dispatches closest necessary officials, including police, fire, medical, and other personnel and equipment; relays instructions and/or advises callers of proper contact for assistance or information; and prepares computer aided dispatch record on each service incident.
  • Operates computer software to access CCIC and NCIC databases to enter, store, clear and/or retrieve information as requested or otherwise necessary, including stolen vehicles and articles, missing and wanted persons, vehicle registration data, drivers’ histories, warrants, etc.
  • Operates two-way radio/telephone communication equipment and computer terminals.
  • Maintains status of patrol deputy at all times including knowledge of location and activities. Maintains CAD entries of all dispatch activity.
  • Promptly and efficiently dispatches appropriate response to emergency situations.
  • Provides Emergency Medical Dispatch (EMD) per state guidelines when dealing with injury or health related incidents.
  • Provides assistance and/or information to the hearing impaired utilizing the TDD equipment.

Supervisory Duties (50%)

  • Provides day-to-day leadership, mentoring, direction and supervision to communications staff. Guides, trains, develops and coaches employees in the accomplishment of their duties and professional goals.
  • Acts as the Training Coordinator in conjunction with government organizations maintaining employee training records, including the Communications Training Program for the Communications Division; and maintaining and updating the training manuals and evaluation program as necessary.
  • Ensures all dispatch reports are complete as required.
  • Develops and maintains the staffing schedule, making sure all shifts are covered in the Communication Center.
  • In conjunction with the Communications Manager, formulates, reviews and enforces the Communications Division policies, procedures and guidelines. Reviews all policies to maintain acceptable standards and practices for the division. Proposes updates of policies to the Communication Manager. Holds subordinates accountable to these standards.
  • In conjunction with the Communications Manager, completes employee evaluations.
  • Functions as CCIC CO Coordinator, developing procedures and guidelines that are in compliance with CBI and FBI standards.
  • Maintains voice and logs in the recorder system, creates tapes upon request following office protocols and maintains accurate records of release.
  • May be contact person with vendors who provide hardware and software components to the Communications Division.
  • Follows up on repair orders for the hardware and software for the Communications Division

Additional Job Duties: (1%)

  • Performs other appropriate duties as assigned by the Communications Manager, Undersheriff or Sheriff and any duties needed to stabilize an emergency situation.
  • May participates on various internal and external committees and boards as a representative for the Sheriff’s Office.

Hours:

  • Must be available for shift work including weekends, nights and holidays. Must be able to respond in a timely manner to the Communications Center for any call-outs or to assist in any incident when called upon and provide dispatch services and/or supervision for all shifts.

Additional Information:

  • Provides day-to-day leadership, mentoring, direction and supervision to Communications Staff. Will be working closely with the Communications Manager. This position is 4-10's with rotation of hours. Communications Supervisor pay range is $25.96 - $38.94 hourly. Hiring range is $25.96 - $27.25 DOQ. 5% increase upon successful completion of FTO.
 
Position Requirements

Qualifications:

  • Education: High school graduate or equivalent, or any equivalent combination of education and training that would provide the required knowledge and skills to perform the job.
  • Computer literacy; including Microsoft Word, with the ability to learn new software programs.
  • Must be a minimum of 18 years of age.
  • Knowledge of office management and records management principles and practices.
  • Must have a thorough knowledge of emergency dispatch procedures including technological capabilities and applications.
  • Ability to:
  1. Exercise independent judgment, critical thinking and problem solving skills.
  2. Demonstrate self-motivation in resolving issues without awaiting direction.
  3. Supervise and lead subordinates.
  4. Accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives, including effective written and oral communications in English, and the ability to listen.
  5. Independently analyze complex situations, formulate plans and make quick decisions as needed.
  6. Work well with others; to maintain a professional relationship with supervisors, subordinates outside law enforcement personnel and the public.
  7. Follow complex instructions, organize work, set priorities and meet critical deadlines with minimum directions.
  8. Respond quickly and calmly to emergency situations and adopt effective courses of action.
  9. Speak calmly and clearly when dispatching equipment and personnel.
  10. Write, understand, interpret and communicate policies, procedures and protocols.
  11. Multi-task such as listen, talk and key information concurrently.
  • Must be able to pass a security clearance to operate and maintain clearance on NCIC and CCIC terminals.

Certifications:

  • Obtain OSN within 6 months of request to CBI.
  • Obtain CCIC/NCIC and NIBRS Certification within 6 months of request to CBI.
  • Must possess FEMA ICS 100, 200, 700 and 800 certifications within 6 months of employment.
  • Emergency Medical Dispatch (EMD).
  • CPR Certification within 90 days of employment.
  • Emergency Dispatch Trainer preferred.
  • Possess or obtain within 18 months of employment: Emergency Number Professional (EPN) issued by NENA or Registered Public Leader (RPL) issued by APCO.

Work Environment / Physical Demands:

  • Requires the mobility to work in an office and field environment. Requires the ability to sit at desk and intermittently walk, stand, climb, balance, bend, squat, twist and reach while performing office duties. Work occasionally requires using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling, lifting and repetitive motions.
  • Work requires the regular exertion of up to 10 pounds of force.
  • Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision.
  • Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly. Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work is generally in a moderately noisy location (e.g. business office).
  • Must be able to work under stressful situations, such as answering multiple-line phones and receiving directives from several sources.

Experience:

  • Must have at least two years’ experience in the emergency services dispatch. Experience in an enhanced 911 environment and CAD preferred.
  • Previous supervisory experience preferred.

Salary Information $27.12 per hr DOQ. Pay range for the Communications Supervisor is $27.12 - $38.94 per hour.
