Senior Policy Analyst [Florida Keys National Marine Sanctuary]

MADEN TECHNOLOGIES seeks a full-time Senior Policy Analyst to join our dynamic team! Based in Arlington, Virginia, we are an established, growing company focused on environmental, science, technology, construction, and healthcare solutions. The Senior Policy Analyst will support the Florida Keys National Marine Sanctuary (FKNMS) and is responsible for: applying expert knowledge of Federal and Florida state legislation and regulations and permitting procedures to advise cognizant authorities on permit applications and policy; reviewing science outreach and educational materials; and identifying and transferring relevant permit holder research information to FKNMS staff.

This position is located in our Arlington, Virginia office.

  • Assist with the review of applications and make recommendations regarding the issuance of permits for research, education, and other activities qualifying for an Office of National Marine Sanctuaries (ONMS) general permit
  • Submit recommendations to ONMS for permit terms and conditions based on proposed activities and level of impact
  • Solicit input from Federal and state agencies, when needed, on complex or unique projects
  • Maintain permitting database and track permit performance for active research and education permits
  • Coordinate and complete all consultations required under Federal law (e.g., Endangered Species Act, Marine Mammal Protection Act, National Historic Preservation Act, Coastal Zone Management Act)
  • Ensure National Environmental Policy Act compliance for all permit actions undertaken by FKNMS, including highly complex and controversial projects
  • Assist with the review of applications and project plans related to the authorizations of other agency permits
  • Review and analyze authorization letters and plans per year
  • Consult with permit issuing agencies, solicit staff feedback, and collaborate with project applicants and their agents to avoid, minimize, and mitigate impacts to sanctuary resources resulting from state- and Federally-permitted dredge and fill projects
  • Advise National Permit Coordinator on system-wide permit and policy issues
  • Ensure that FKNMS staff has required permits for daily operations
  • Initiate consultation, permit applications, requests for general permits, and other coordination as necessary with local, state, and Federal agencies to ensure that FKNMS operations are appropriately permitted
  • Travel as required


  • Must be a U.S. citizen
  • Bachelor's Degree
  • Minimum of 10 years of experience in natural resource management permitting
  • Detailed knowledge of Federal and state legislation and regulation related to the areas of natural resource management and conservation permitting, including but not limited to the Endangered Species Act, Marine Mammal Protection Act, National Historic Preservation Act, and Coastal Zone Management Act
  • Be willing and able to travel as required
  • Preference given to experience with FKNMS, ONMS, or another national marine sanctuary
  • Preference given to experience with ONMS permitting database
