Description

PacArctic is hiring a full time Legislative Affairs Specialist to support Office of Information Programs and Services (A/GIS/IPS) in the Washington DC metro area.

The Ideal candidate must have proven effective research skills and deep knowledge of legislative process and procedure, particularly authorization and appropriation processes. The specialist will be responsible for tracking federal legislation and regulations and updating internal stakeholders on legislative and regulatory developments.

Duties:

Provide, on a quick-turnaround basis objective analysis, both quantitative and qualitative, on a wide variety of legislative, regulatory, stakeholder, and programmatic issues

Maintain responsibility for maintaining detailed knowledge and awareness of specific technical policies and legislation concerning agency programs and services areas, monitoring draft legislation pertaining to agency interests, preparing congressional briefing materials, liaising with DoD legislative affairs staff, including coordinating mandatory reporting, and researching and preparing for high-level briefings.

Experience with researching and writing background papers, talking points, and oral and written statements, including providing legislative briefings to leadership

Experience with legislative and regulatory documents and knowledge of the legislative and regulatory process

Ability to pay strict attention to detail

     
    Position Requirements

    Education:

    • Bachelor’s degree from an accredited college or university.in the areas of Political Science, Foreign Affairs, International Affairs/Relations, History, Law or related fields of study, and/or a Juris Doctor degree (with experience working in and/or demonstrated expertise in foreign affairs or national security highly preferred).

    Experience:

    • 5+ years of experience in the legislative affairs field or department-level planning or execution. Demonstrated experience in the areas of foreign policy, diplomacy, foreign aid, or national security highly preferred.
    • Demonstrated knowledge of E.O. 13526, the FOIA, the Privacy Act, and other information access programs.
    • Experience working on FOIA appeals and/or FOIA litigation cases highly desirable including work on declarations, Vaughn indices, and preparing documents for FOIA litigation filings.

    Working Environment & Conditions

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, or controls; reach with hands and arms; talk and hear. The work load may require the incumbent to stand for extended periods of time. The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Includes travel to local, remote and out of state locations.
