Purpose of Division:

The National Initiatives Division is responsible for developing, testing, and managing innovative national programs and services designed in support of the approximately 250 NeighborWorks Organizations with the overall objective of sustaining a network of excellence that creates opportunities for people to live affordable homes, improve their lives and strengthen their communities.

In addition, the division oversees grant programs for and beyond the NeighborWorks Network, including other non-profit and governmental agencies throughout the country. The programmatic areas of focus within National Initiatives include homeownership and lending, financial capability, community and resident engagement, creative community development, healthy homes and communities, rural initiatives, real estate development, enterprise strategies, asset management and the sustainable business initiative, among others. The duties of this position are performed under the direct supervision of the Senior Vice President of National Initiatives.

Position Summary:

The Vice President is responsible for leading NeighborWorks' national effort to achieve corporate Community Initiatives' goals by providing thought leadership, strategic planning, and program planning and development, including management of staff and budgeting oversight. The Vice President leads a team of diverse staff based in various locations and guides their work to identify, evaluate, refine, and disseminate programs strategies and innovations as well as the creation of tools that will support the NeighborWorks Network.

Within the National Initiatives Division, the Community Initiatives Department supports efforts to build vibrant local communities that provide equitable opportunities for people to thrive. Community Initiatives is comprised of NeighborWorks America's Stable Communities, Community Building and Engagement, Rural, Healthy Homes and Communities and Project Reinvest Neighborhoods Initiatives. The Department supports (1) place-based community stabilization strategies aimed at creating a strong and balanced real estate market, safe and attractive conditions, and a positive neighborhood image; (2) community building and engagement strategies aimed at building resident leadership, collective capacity and social connections; and (3) systems-level strategies that bring together community stakeholders to address complex challenges. Community Initiatives accomplishes this vision through grant making, technical assistance, peer-to-peer learning, demonstration projects, trainings and workshops, research, sharing best practices, and convening practitioners and experts.

Essential Duties/Responsibilities:

  • Direct and develop innovative programs and policies to achieve NeighborWorks' strategic outcomes in Community Initiatives.
  • Provide management and oversight of programmatic activities and special projects related to Community Initiatives, including the development and monitoring of key performance indicators and ensuring input from Network members, Advisory Committees, and NeighborWorks America staff.
  • Directly supervise and motivate a diverse team of staff.
  • Provide administration and oversight to federal, foundation and private sector funded special initiatives, including timely completion of deliverables, effective stewardship and relationship management.
  • Deliver frequent presentations and analytical writing for internal and external audiences on programmatic and policy topics, including written and analytical support on for budget documents, internal communications, and external presentations.
  • Facilitate network advisory committees, convenings, learning communities and demonstration groups to support peer learning and advance understanding around innovations and solutions in the Community Initiatives' program areas.
  • Develop and maintain relationships with external industry groups, funders, and peer organizations to stay current on policy and good practices and to identify innovations and partnership opportunities. Represent NeighborWorks' Community Initiatives at conferences, stakeholder meetings, etc.
  • Assist the Resource Development and Public Relations divisions in developing and implementing resource and communication strategies for programmatic areas within the department.
  • Develop and oversee department budget, funding contracts, procurement, and professional service contracting.
  • As requested, participate in meetings with the Office of Management and Budget (OMB), Congress, Members of NeighborWorks America Board of Directors and their staff, and key stakeholders as the point person on Community Initiatives for the corporation.
  • Serve as key Community Initiatives expert for the corporation and provide strategic advice to Senior Vice President and Officers.
  • Document and share best practices and innovations in Community Initiatives, including the development of publications, tools and resources.
  • Collaborate with Training to ensure course content reflects innovations in Community Building and Engagement, Community Stabilization, Rural, Health and Housing, Creative Community Development, Shared Equity and other related topics as relevant.
  • Collaborate across departments within National Initiatives as well as with Field, Organizational Assessment and NeighborWorks Services Divisions to improve information sharing and efficient, responsive service delivery to the network.
  • Provide leadership on corporate projects, events and committees and assist the SVP National Initiatives with implementation of special projects as requested.

Nature of Work Contacts:
The Vice President will interact with a diverse group of internal staff, NeighborWorks network members, program grantees, government agency staff, consultants, external partners, funders, and other stakeholders from within and outside NeighborWorks America.

Fiscal Responsibilities: The Vice President will be responsible for managing departmental budgets, including oversight of federal and nonfederal funding contracts, grant disbursement processes and professional service contract management.

 
Position Requirements

Required Minimum Qualifications:
(a) Education:
Bachelor’s degree in business, community planning, public policy, or related field. Relevant experience may be considered in lieu of a degree.

(b) Experience: At least ten (10) years of professional experience in the field of affordable housing or community development, including implementing large scale programs and initiatives, providing technical assistance, facilitating peer learning, working with consultants and subject matter experts, administering and awarding grants, communicating and presenting program and policy information and managing a diverse team of staff.

(c) Licenses, Certifications: None specified.

(d) Competencies, Knowledge, Skills & Abilities:

  • Considerable knowledge of community stabilization and comprehensive community development practices and strategies, including knowledge of community engagement strategies and commitment to the philosophy and practice of resident participation.
  • Experience managing a diverse team of staff, including remote workers.
  • Demonstrated experience managing multiple complex and large-scale programs in a fast paced team environment paired with the ability to meet critical deadlines. This includes managing budgets, timelines and coordinating with a diverse group that will include but not be limited to staff, consultants, and advisors from within and outside the NeighborWorks network.
  • Strong analytical skills, systems and business problem solving skills needed to initiate and prepare studies, surveys, and reports, as well as recommend/implement system solutions.
  • Significant exposure to and understanding of community based non-profits.
  • Excellent interpersonal skills and communication skills (both oral and written).
  • Demonstrated ability to launch new ideas and programs over a period of years.
  • Accomplishments that reflect innovation, teamwork, integrity, effectiveness and efficiency — including demonstrated leadership success, ability to influence and foster a consensus, and the aptitude to work independently.
  • Ability to establish and maintain effective working rela­tionships with others and successfully interact with individuals at both management and support levels as well as with people of diverse socio-economic backgrounds.
  • Ability to develop high-level professional relationships, both internally and externally, coordinating with national and local partners, and fundraising.

Preferred Qualifications: Graduate degree in business, community planning, public policy, or related field.

Up to twenty-five percent (25%)

(b) Physical/Sensory Demands: Fast paced working environment, extensive computer usage. Ability to and comfort with maintaining professional and supervisory relationships over long distance; extensive use of telephonic communications and video conferencing.
