Schedule Monday-Thursday, 6:30 AM-4:30 PM, OR Tuesday-Friday, 6:30 AM-4:30 PM. Hours may vary, and overtime will be required based on departmental need.  
Pay Rate $50,000-$58,000/yr.  
Description

SUMMARY
Supervise and coordinate crew of Equipment Operators and/or Laborers during maintenance and construction of sewers and does related work as assigned. Must be available for emergencies; subject to 24 hour stand-by.

SUPERVISION EXERCISED
Direct crew members as assigned by the Bureau Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES
This list represents the types of duties required by the position. Other duties may be assigned as reasonably expected.
• Schedule and assign work and personnel each day and oversee all crew work on a daily basis.
• Direct the investigation of reported problems and complaints related to the sewer system; works with the City of South Bend sewer customers to determine resolution to reported issues.
• Understand and follow all St. Joseph County Health Department (SJCHD), Indiana Deparytment of Transportation (INDOT), and Indiana Department of Emergendcy Management (IDEM) rules and regulations regarding sewage overflows, spillage, and reporting of same.
• Inspect all crew work, equipment, materials and vehicles.
• Evaluate work progress and job performance and provide weekly reports to Sewer Manager.
• Study all plans and specifications and confer with Engineers, Administrators, and Contractors.
• Inspect work of the Contractors for compliance with specifications.
• Oversee the preparation and processing of work orders and purchase orders.
• Maintain records of all expenses, materials used, inventory and vehicle use and/or repairs.

• Performs other tasks as required.

Position Requirements

EDUCATION AND/OR EXPERIENCE
• Minimum of a High School Diploma or equivalent.
• Minimum of two years of experience as a Foreman of a work crew.

KNOWLEDGE, SKILLS AND ABILITIES PREFERRED
• Knowledge of the methods and materials used in public construction and maintenance.
• Knowledge of occupational hazards, related laws and proper safety precautions.
• Ability to multitask; supervise and coordinate crews of varying sizes on various projects within the same timeframe.
• Knowledge of union agreements.
• Willing to continue education and be able to obtain a State Certification within one year.
• Knowledge of environmental regulations to a sewer collection system.
• Knowledge of the GIS system.
• Ability to maintain exact and comprehensive records of expenses, work projects, job performance and absenteeism.
• Basic knowledge of Bureau of Streets operations and programs.

CERTIFICATES, LICENSES, REGISTRATIONS
• Valid Driver’s License required.
• Class A commercial Driver’s License, or the ability to obtain one within 60 days with the following endorsements: Air brake and general knowledge.

EQUIPMENT
All categories of pneumatic, hydraulic, manual and industrial equipment and tools needed to perform assignments and as assigned.

While performing the duties of this job, the employee is frequently required to sit and walk, and talk or hear. The employee is occasionally required to walk; use hands to fingers, handle or feel objects, tools or controls; and reach with hands and arms. The employee must occasionally lift and/or move a minimum of 90 pounds. Specific vision abilities required in this job include vision and the ability to adjust focus.

WORK ENVIRONMENT
Work will be performed outdoors, sometimes in adverse weather conditions. Exposure to mud, dust, bio-solids, compost and snow. Exposure to oil and grease, solvents and other chemicals that may be hazardous.
