The National Board for Certified Counselors (NBCC) is a not-for-profit, independent certification organization whose primary purposes are to establish and monitor a national certification system, and to identify those counselors who have voluntarily sought and obtained board certification. The organizational mission is to advance counseling as the premier certification body of the profession with a vision of enhancing society worldwide through quality counseling. NBCC and Affiliates is comprised of three organizational affiliates: the National Board for Certified Counselors (NBCC), the Center for Credentialing and Education (CCE), and the NBCC Foundation (NBCC-F).

NBCC and Affiliates has operations and partnerships in 40 countries providing certification, training programs, and public health services through institutes and residencies. Over 66,000 Board Certified Counselors serve the public and advance mental health efforts across the globe. With a portfolio of nine credentials related to professional counseling, mental health, addictions, human services and career development, NBCC and Affiliates seeks to expand the professional capacity of counselors and human service professionals. NBCC is focused specifically on credentialing, certification and quality assurance, while CCE focuses on providing education and training opportunities and leveraging credentials to best serve communities. Additionally, CCE provides organizational management services for associations, boards and other management clients. The NBCC Foundation engages in capacity building, seeking to expand access to mental health services in underserved and never-served communities and increase the accessibility of high quality professional development resources for counselors.

NBCC FOUNDATION AND PROFESSIONAL SERVICES DIVISION

The Foundation and Professional Services Division leverages the power of counseling by strategically focusing resources for positive change with the goal of improving the mental health of the underserved and never-served throughout the world. The Division's primary objectives are to increase the number of Board Certified Counselors and Mental Health Facilitators working with high-priority populations, to engage them in becoming innovators of counseling practices that benefit the underserved and to provide professional resources for counselors. Scholarships, fellowships, capacity-building grants and open-source publications are the primary tools for accomplishing the Division's objectives.

The Division is comprised of four departments: the NBCC Foundation, Professional Resources, Community Capacity, and International Capacity Building. The Foundation's strategy is to award scholarships to individuals pursuing careers as professional counselors who are affiliated with high-priority populations and who commit to serving them after graduation. Capacity-building grants fund expansion efforts to increase mental health resources in rural and minority communities where access to mental health care is extremely limited. Scholars and Fellows also participate in NBCC Foundation-sponsored trainings and receive other academic and professional supports to expand effective practice in their communities. The Professional Resources department produces high quality open source resources for use by counselors and other mental health professionals. The International Capacity Building department is focused on increasing access to counselor and mental health resources in developing countries.

POSITION REQUIREMENTS AND RESPONSIBILITIES

The Vice President is the leader and primary supervisor of the Foundation and Professional Services Division. The Vice President provides leadership for strategic capacity building in three areas: increasing the professional counseling workforce through scholarships and fellowships; expanding access to free, high quality profession resources for counselors; and promoting access to board certified counselors and community resources to address pressing mental health and public health concerns. The Vice President should have the ability to effectively facilitate and promote the operations of the NBCC Foundation. In addition to leading the Foundation, the Vice President for the Foundation and Professional Services Division will be responsible for supervising professionals in a range of departments focused on capacity building and supporting the professional counseling community and for providing administrative oversight and strategic leadership for these departments. The Vice President is also responsible for the implementation of policy and strategy as articulated by the Board of Directors, CEO and COO. The Vice President position will be critically focused on strengthening the portfolio of the Foundation and administration of ongoing services and division responsibilities with a key focus on the design and development of new departments, including the Community Capacity Department which is focused on expanding access to on-the-ground resources in historically underserved communities.

Conducts the full range of activities required to design, implement, supervise and evaluate operations for the Division, including:

  • Serve as a member of the Executive Leadership Team and collaborate effectively with other Vice Presidents, the CEO, COO and CLO.
  • Assign responsibilities, develop functional roles, and oversee operations of the Foundation and Professional Services Division
  • Provide administrative oversight for four departments:
    1. NBCC Foundation
    2. Professional Resources
    3. Community Capacity
    4. International Capacity Building
  • Supervise implementation of the NBCC and Affiliates Strategic Plan relevant to the Foundation and Professional Services Division.
  • Manage the business operations of the Division.
  • Develop, improve and implement financial tracking, budget implementation and oversight processes aligned with the Division's responsibilities.
  • Oversee the preparation of timely and accurate management reports for the CEO, COO and Board of Directors for the Foundation and NBCC.
  • Oversee accounting and compliance reporting for the Division's grant obligations and requirements specific to NBCC Foundation's 501c3 status.
  • Advise the Executive Leadership Team in business matters pertaining to long-range master planning for the Foundation and Professional Services,
  • Develop and oversee policies and procedures to guide the work of the Division.
  • Oversee strategic fundraising, grant pursuits and giving community development.
  • Participate in the ongoing development, implementation and evaluation of the NBCC and Affiliates Strategic Plan.
  • Facilitate and participate in the development, implementation and evaluation of a NBCC Foundation Board approved Annual Fund Development Plan.
  • Provide organizational information and logistical support necessary for the Boards of Directors and Trustees of NBCC and Affiliates to meet governance responsibilities.
  • Implement orders and resolutions of the NBCC Foundation Board of Trustees.
  • Ensure that all division, departmental and program practices are aligned with the organizational vision, mission, bylaws and approved policies.
  • Ensure grant and contract deliverables are completed effectively and in a timely manner.
  • Develop and maintain effective partnerships with key local, state, regional, national and international networks and organizations.
  • Ensure that departments and programs are appropriately staffed within the confines of organizational resources.
  • Ensure procedures are implemented and maintained which enable sound fiscal management, accurate reporting, and reduce risk to the safety and stability of the organizational funds, physical assets and other property.
  • Monitor and evaluate the performance of Division staff, recommends personnel actions such as hiring, training, rewarding, disciplining and terminating staff.
  • Other duties as assigned.
 
Position Requirements

EDUCATION and EXPERIENCE

  • Bachelor’s Degree or higher in Counseling, Education, Business, Communications, or other related field
  • Minimum of 5 years’ experience in management and leadership positions
  • Minimum 3 years of experience with demonstrated effective fund development
  • Strong organizational skills and the ability to work effectively in deadline-driven environment
  • Or equivalent combination of education and experience
  • Advanced knowledge of Microsoft Word, Outlook, Excel, Microsoft Publisher and Microsoft PowerPoint.
  • Knowledge of donor management software.
