Position Summary

This position provides leadership and supervision of the Telecom Engineering and Platform Operations functions and teams in the support, operation and life-cycle management of the network/telecommunications, server and storage infrastructure and services at Grant PUD.

Responsible for the overall design, architecture, operation, monitoring and management of Grant PUD's data networks, communications systems and communication services, servers, storage arrays and the delivery of centralized computing capability. Partners with craft personnel for the successful implementation and maintenance of the systems and services, ensuring they have complete and accurate work packages to implement engineering designs and perform maintenance and repairs.

Manages all aspects of the enterprise computing, storage and communications environment to ensure users have the appropriate, reliable and secure technology platform infrastructure and communications infrastructure required to perform their business functions. Leads team and works with Stakeholders to ensure service levels are met or exceeded within established Service Level Agreements (SLAs) and best practices.

As a Department Manager responsible for multiple functions, the position is responsible for workload and capacity management in planning and achieving enterprise platform infrastructure and telecommunications roadmap target outcomes, through effective staff capability development, project oversight, and resource management.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Ensures the core computing, storage and network infrastructure of Grant PUD is managed to meet capacity, availability, resiliency and recovery targets commensurate with the risk to business operations, compliance and information protection.

Researches the compute platform, storage and telecommunications needs of Grant PUD, recommends solution options, and leads the architecture, design and implementation of complex technology infrastructure and sub-systems; provides leadership, guidance, and engineering support for the compute and storage platforms, the Wholesale fiber network and the Utility Telecommunications network stakeholders and teams.

Build, supervise and direct a high-performing team of professional staff, ensuring they are properly trained, scheduled and accountable to perform their designated responsibilities. Mentor and coach staff, fostering goal-oriented thinking; provide leadership and direct feedback to employees regarding performance, career goals, risk management, project goals, tasks and stakeholder interactions.

Works with Cyber Security, Compliance and other technology functions to ensure communications infrastructure and operations are designed and operated in compliance with applicable regulation, law, best practices and Grant PUD policy. Must have a strong understanding of NERC CIP requirements and be accountable for ensuring team members perform related duties within required timeframes.

Manages the records within the telecommunications and fiber optic department to facilitate accurate cost allocations and correct budget spending; develops, manages, and implements the policies, procedures, and documents regarding the telecommunication data and voice systems; responsible for maintaining records of FCC licenses.

Leads troubleshooting and recovery of infrastructure incidents, serving as a point of escalation and coordination between staff, vendors and stakeholders. Interface with other business units and departments regarding the telecom and infrastructure computing environment components, team performance and any related concerns.

Administers various systems across Grant PUD and departments including IP phones, SONET, Trunked two-way radio system, and video conferencing systems; provides technical support for EMS and IP SCADA networks, Wholesale system, and other telecom engineering stakeholders.

Define and prioritize project and resource schedules that align with Platform and Telecom Roadmaps, Enterprise Technology and Grant PUD Strategy and project demand; provide realistic capacity estimates and manages staff workload to commitments, removing obstacles for staff; coordinate amongst the technology functions, with project managers and stakeholders to ensure proper hand off, scheduling, and communication.

Responsible for ensuring technology standards are followed and advanced, and that appropriate security and operational controls are implemented to safeguard Grant PUD technology infrastructure and data. Responsible for ensuring a high level of stakeholder satisfaction is attained while providing services in coordination with Project Managers, Craft personnel and computing and telecommunications stakeholders. Actively promote teamwork approach in conducting business.

Coordinate and lead meetings and communication with business partners and other technology groups to remove impediments, plan and coordinate activities, manage relationships, and resolve conflicts; work with the leaders in the department to develop the Enterprise Technology strategy, business plan, computing platform and telecom roadmaps and tactical initiatives to support projects and plans; oversees execution of the technical aspects of the Telecom and Wholesale Fiber strategic plans, Telecom and Platform Operations function goals, roadmaps and various initiatives.

Support management of the Technology and project budgets including current spending, future spending, and ways to improve efficiency and optimize spending; plan for future expenditures, current and potential contracts, paying invoices, and vendor management; understand the needs of the department and manages the resources via a multi-year plan; allocate staff where needed and fills potential gaps.

Lead, organize and proactively engage in department transformation initiatives to improve quality and professionalism of work; Establish and measure Key Performance Indicators to meet department expectations and SLAs; Hold staff accountable to operating procedures and act as an escalation point for staff and stakeholder concerns.

Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

• Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).

• Acknowledging compliant safety behaviors and good safety performance from members of your team(s).

Educational Requirements

Bachelor’s degree in Information Technology, Electrical Engineering, Telecommunications, or Computer Science. Certifications required including, but not limited to, CCNA Routing and Switching, CompTIA Network+. Five (5) years of fiber optics and telecommunications engineering required. Two (2) years’ supervisory experience.

Knowledge and Skills

Knowledge of – Grant PUD’s computer environment and policies; agile methodologies; project management and ITIL framework; business practices and terminology; server hardware and operating systems, virtualization platforms, and storage; deployment automation, orchestration, DevOPs and similar concepts in operations management; network routing and switching understanding; data protection and disaster recovery methodologies; Grant PUD’s data network and communications environment and policies; applicable Federal and State rules and guidelines (e.g, NERC CIP); Software Defined Networks (SDN), all layers of the OSI reference model and the protocols therein (e.g., LLDP, 802.*, CDP, Ethernet, MPLS, etc.); Fiber Optic network components, protocols and technologies (e.g., DWDM, FTTH, FTTC, and FTTN, fiber types and grades, SONET, OTN, etc.); enterprise deployment, monitoring and management of Cisco devices and related Cisco management tools (e.g. ISE), working knowledge of SCADA, IP Networks, radio systems and fiber optics; telecom infrastructure construction practices; project management; information security standards and protocols and procedures; general knowledge of personal computer hardware and operating systems.

Skill in – leadership, team development, infrastructure life-cycle management from planning and implementation though monitoring and decommissioning; budgeting; project management; IT operations management; resource management, development of roadmaps and alignment to business and IT strategy, IT operations best practices; CIP Compliance; analyzing and solving problems logically and conceptually; network architecture, design and operations; technology standards development and maintenance; change and configuration management, requirements development; management and supervision of other employees; personal computer and general office equipment; interpersonal skills including clear and concise communication both in writing and verbally.

Special Requirements

A valid State driver’s license is required. Occasional travel to other Grant PUD locations required.

Physical Requirements

Majority of work is performed in a standard office setting.
