Network Analyst -- Platform Specialist

Position Summary

Under limited supervision, this position is responsible to deliver and support the necessary compute, storage, and IT infrastructure platforms required for business and power operations. As subject matter expert in compute and storage platforms and technologies, this role has day to day responsibility for maintaining and operating core technology infrastructure. Responsibilities involve the daily troubleshooting and resolution of incidents, operational maintenance and support, application and environment change control, and proactive/preventative analysis of system health and performance. The position will provide recommendations for Enterprise Technology strategic planning and work collaboratively with Software Engineering, Telecom/Network Engineering, Cyber Security, and Service Desk to support the organizational technology vision.

Job Responsibilities

Essential duties and responsibilities may include, but are not limited to, the following:

Provides critical recommendations on lifecycle roadmaps for supported systems to maintain a cohesive and fully functioning IT infrastructure. Researches and analyzes new technologies (both on-premise and cloud-based) to test functional value to the business and proposes solution and process improvements. Develops standard operating procedures and tasks to formalize and improve Platform Operations using best practices. Trains and assists staff, ensuring appropriate procedures are followed.

Designs, installs, configures, secures, and maintains server platforms (virtual and physical), operating systems/services, data protection and mass storage systems in all necessary environments (production, development, high security, cloud etc.) following approved practices and architectural standards. Monitors functionality and performance of these systems and their services in accordance with defined Service Level Agreements (SLAs). Administers permissions, performs audits, and completes works in accordance with all IT and Cyber Security policies and procedures.

Ensures software inventory, physical server inventory and equipment baselines are maintained in the approved IT asset management system. Develops and maintains operating standards and practices for Datacenters and related infrastructure.

Creates, maintains and reviews infrastructure diagrams and related documentation; provides guidance to analysts, administrators, and other IT staff; trains and assists staff ensuring appropriate change management and procedures are followed; interfaces with other business units to ensure Platform Operations’ support is effective and timely.

Performs change, incident, problem management and root cause analysis activities on systems. Handles support tickets as assigned. Performs work in alignment with established outage and change management procedures and improves those procedures as appropriate.

Manage platform operations projects and related work in support of for both large and small information technology projects; under minimal direction, able to move projects to completion. Recognizes infrastructure and software needs and can analyze ideas and data for effective solutions. May act as project manager for platform operations work; maintains vendor/service provider relationships and related records and workflow timelines. Utilizes project management tools and standards set by the PMO. Able to effectively prioritize work assigned from multiple sources and meet deadlines. May lead small team of internal and or external resources to complete projects.

Advises on disaster recovery planning and strategies on both the infrastructure level and the application level; provides support and leadership to customers or department.

Supports the development of and participates in departmental training.

Provides on-call support - after hours / weekends as required.

Demonstrates excellent communication and ability to work with others in potentially stressful situations; works quickly and is able to analyze, deduce, and present viable solutions to infrastructure and application problems.

Perform related duties and responsibilities as required. Complete all required training. Maintain a working knowledge and comply with Grant PUD safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

Actively participate in all aspects of our safety program, including but not limited to:

• Following all safety policies and procedures;

• Alerting supervisors and coworkers to unsafe or hazardous working conditions;

• Reporting any safety incidents or close calls within 24 hours to your supervisor; and

• Accepting feedback from supervisors and coworkers regarding your own safety performance.

Educational Requirements

Bachelor’s Degree in computer science, information systems, or other related field. Additional work experience may be substituted for degree. 5-7 years’ experience in functional IT environment. ITIL and/or IT Service Management certifications and Customer Service experience is preferred.

Knowledge and Skills

Knowledge of – Grant PUD’s server and network environment and related policies; agile methodologies; project management and ITIL framework; strong background in Active Directory, Linux/Unix, Windows Server administration, virtualization and containerization platforms/technologies/tools (VMWare, Docker, Swarm, Kubernetes, Rancher), SAN/NAS/DAS storage and management tools (Tintri, NetApp); deployment automation, orchestration, DevOPs and similar concepts in operations management; network routing and switching understanding; data protection and disaster recovery methodologies; applicable Federal and State regulations, rules and guidelines (e.g, NERC CIP); authentication and identity management tools and concepts; Software Defined Networks (SDN,vSwitch), all layers of the OSI reference model and the protocols therein (e.g., LLDP, 802.*, CDP, Ethernet, MPLS, etc.); project management; information security standards and protocols and procedures; general knowledge of personal computer hardware and operating systems.

Skill in – infrastructure life-cycle management from planning and implementation though monitoring and decommissioning; IT operations monitoring and management (e.g. SCOM, Solarwinds); technology capacity management and performance analysis, design and operation for high availability; IT operations best practices (ITIL); scripting/coding for operations and automation (PowerShell, Bash); testing, and version control systems (Git, VSTS, etc.); database technologies MS SQL and MySQL operations and monitoring (NoSQL experience is a plus); technology standard operation procedure development and maintenance; formal change and configuration management and related tools, requirements development; CIP Compliance; analyzing and solving problems logically and conceptually; personal computer and general office equipment; interpersonal skills including clear and concise communication both in writing and verbally.

Special Requirements

A valid State driver’s license is required. Occasional travel to other Grant PUD locations required.

Physical Requirements

Majority of work is performed in a standard office setting.
