CLASS SUMMARY:

Manages a predetermined caseload in an outpatient setting, local jails, or the local Probation and Parole's or Newport News Drug Court programs which involves the assessment and evaluation of incoming clients, individual, group and family counseling, educational sessions and discharge/aftercare planning for clients with substance use disorder problems. Duties include intake assessment, diagnosis, treatment planning, record keeping, drug education, case management, crisis intervention, and discharge planning, referral of appropriate offenders, individual/family/group counseling, educational sessions, and liaison duties between the criminal justice system and substance use disorder treatment agencies.

DISTINGUISHING ELEMENTS OF THE CLASS:

I. IMPACT: Work of this class has immediate affect on the progress of clients in treatment, and the quality of counseling services rendered or on the CSB's relationship with local correctional facilities and the Newport News Drug Court, the appropriateness of clients referred to treatment, and the quality of counseling and educational services rendered. The incumbent has the responsibility of assisting the client in identifying goals and develops treatment plans. The incumbent also works directly with family members, providing both education and counseling intervention, as appropriate, or the responsibility of substance use disorder assessments, referrals, group counseling, drug education and case management responsibilities. The incumbent also works directly with correctional personnel, providing both consultation and crisis intervention services, as appropriate.

II. LATITUDE: Day-to-day work is performed independently with regular supervision and frequent follow-up from the Program Manager/Nursing Supervisor. Work is guided by a comprehensive service plan, federal/state regulatory boards, managed care programs, program policies, guidelines and instructions. Or day-to-day work is performed independently and the Drug Court Offices with regular supervision and frequent follow-up from the Clinical Manager and the Drug Court Administrator. Work is guided by the program needs of the Hampton-Newport News CSB and the Newport News Drug Court.

III. INTERPERSONAL CONTACTS: Incumbent must have outstanding interpersonal skills as the position requires continuous contact with clients, referral sources, other agency officers, social workers, medical and Drug Court staff in planning and providing client services. Regular contact with other agencies providing additional services to clients such as social workers, psychiatrists, court officials, SA professionals, police and probation officers.

IV. DIFFICULTY: Appropriately relating to variety of client personality types requires use of judgment and discretion. Emergency situations resulting from client medical or behavioral problems involve timely and responsible decision-making. Incumbent must deal with a variety of other human service officials which could complicate service delivery.

V. COMMUNICATIONS: Work requires incumbent to prepare written documentation such as: report; service plans, business communication; client progress notes; proposals for client admissions, etc. Frequent public relations activities are involved. Excellent interpersonal skills are required.

VI. EQUIPMENT/FACILITIES RESPONSIBILITY: The incumbent operates telephones, computer and various office equipment.

VII. WORKING CONDITIONS: Incumbent is housed in the Newport News Drug Court offices or resides at facility during assigned shift. S/he meets weekly with the Program Manager at Hampton Roads Clinic. Incumbent is frequently exposed to clients who may be physically unhealthy and emotionally unstable. Work can involve verbal confrontations with clients. Hours vary and some evening hours are required.

VIII. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S):

Thorough knowledge of the principles, practices and techniques of therapeutic counseling including the practice of process and topic group counseling in a correctional setting.

Thorough knowledge of specific treatment techniques for the chemically dependent clients.

Skilled at developing individualized, behaviorally specific, time limited and measurable treatment plans and behavioral contracts.

Ability to make diagnoses on the DSM-IV on all five axes.

Thorough knowledge of substance use disorder and its physiological and psychological effects.

Skilled in the development and implementation of drug education curriculum.

Good Knowledge of community services and resources.

Excellent oral/written communications skills.

Ability to establish effective working relations with clients, Drug Court, staff and the community.

Ability to keep accurate and up to date clinical records and reports.

Ability to deal with stressful situations and individuals.

Excellent interpersonal skills required.

Good knowledge of the laws, guidelines, and legal procedures relating to mental health care or substance abuse treatment to include HIPAA and 42 CFR Part 2.

IX. LICENSURE: Valid Virginia driver's license. Certification in CPR and First Aid.

X. PRINCIPAL DUTIES AND RESPONSIBILITIES:

Conducts individual and group counseling, and regularly scheduled orientation groups.

Develops and/or completes individualized treatment plans, behavioral contracts and discharge plans.

Conducts substance use disorder assessment and diagnoses.

Completes on-going progress notes based on counseling sessions.

Conducts educational groups regarding family, personal and lifestyle management.

Conducts educational groups on drugs of abuse, recovery, and relapse issues.

Monitors clients participation as relates to medical services.

Maintains cooperative relationships with probation officials and other criminal justice staff.

Attends Drug Court sessions with clients as necessary.

Provides ancillary assistance/service options as appropriate.

Attends staff meetings as a member of a treatment team.

Provides aftercare and follow-up services as necessary.

Maintains cooperative relationships with referral agencies.

Maintains accurate and up to date client records and board requirements.

Obtains urine specimens from clients when required.

Participates in on-going training, education, professional and personal growth opportunities.

Attends related client staffing’s.

Performs liaison between Drug Court staff and Substance Use Disorder Services.

Prepare regular progress reports for Drug Court Judge.

Other duties as necessary.

XI. PHYSICAL REQUIREMENTS: Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a, personal computer, calculator, copier, and fax machine. Walking, moving and carrying boxes, office supplies, usual climbing, bending, kneeling, crawling, reaching, and handling, sitting, standing, pushing, and pulling.
