Position Requirements

Minimum Qualifications:

Bachelor's degree in Architecture, Business Administration, Construction Technology, Engineering, Public Administration or a related field; supplemented by (3) three years of experience in code enforcement, and (3) three years of management and supervisory; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain Level lA and Level 1B Code Enforcement (Erosion Control) certification within one (1) year of employment. Must possess and maintain a valid Georgia driver's license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Description

Purpose of Classification:

The purpose of this classification is to manage and oversee work activities associated with environmental code enforcement and compliance, including staff management, Code Enforcement Board and Environmental Court oversight, managing divisional budget, and making public presentations regarding environmental issues.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages and supervise daily Code Enforcement Operations assigned staff: ensure the code enforcement staff collaborates with City Health Departments, Police Department, Fire Department, Community Development Services, and other departments before taking enforcement actions.

Implements goals for Code Enforcement assigned staff that focuses on the primary objectives which may require adjustments in procedures while measuring the performance of the division.

Develops and implements divisional personnel policies for Code Enforcement Division: employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; provides directives to managers for delegating tasks and procedures; and trains managers and other staff in operations, policies, and procedures.

Administer various city, state and federal laws, codes and regulations of code enforcement in regards to zoning resolutions and housing codes, sign ordinances, Clean Water Act, water bans, water and tributary protection standards, and soil erosion and sedimentation codes.

Manages the compliance program for violation data, citations and citizen complaints, and communicate with Code Enforcement Manager to facilitate, mitigate and negotiate solutions regarding environmental issues between communities and developers.

Manages community and constituent issues: meet with applicants to review the requirements of development codes and ordinances; manages the processing of complaints and concerns from customers and others. Manages resource distribution: ensures alignment and communication as it pertains to securing funding and legal advice for demolition projects; plans and implement change in resource to adequately address trends for the protection, preservation and welfare of the community.

Manages certifications and training: performs personnel records inspections to ensure that all code enforcement assigned staff has the necessary licenses and certifications to perform work and to determine need for progressive development if needed.

Implements, interprets, reviews and analyzes policy changes and amendments; interprets the application of codes and ordinances to development projects and consults with agency heads and representatives of other departments; coordinates activities with other departments to share pertinent information and the efficient use of resources; advises and makes recommendations to Code Enforcement Board and elected officials regarding environmental and zoning policies and laws; amends enforcement policies, procedures and strategies based on changes to codes regulations and laws.

Delegates, prioritizes, assigns work and special projects; consults with managers and assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to Code Enforcement Board; and revise procedure manuals. Maintains all record keeping related to development projects/application, zoning, and permit documentation.

Manages and administers the division's annual budget; monitors expenditures to ensure compliance with approved budget; manages and reconciles funds generated through fines, liens, registrations, etc.; secures and manages code enforcement and environmental grants; gathers information and applies for granted funds; oversees project planning and task force sweeps; generates and submits required reports.

Collaborate with Code Enforcement Board, attend community meetings, and serves on committees, and makes presentations as needed; participates in and represents the division at review committees, task forces, policy committees, multi-jurisdictional meetings, command meetings, staff meetings, homeowner's associations, workshops or other community events.

Provides advisement, educates citizens and communicates regarding environmental laws: approves monthly cable television shows; plans and implements annual Code Enforcement Awareness Week.

Manages division vehicle fleet: ensures maintenance and proper use of vehicles; ensures completion of related logs and records. Approves a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including monthly reports, court documents and records, environmental laws and zoning regulations; reviews, approves, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation, including timesheets, performance evaluations, quarterly reports, and community improvement reports; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Communicates with City administration and elected officials, supervisor, other employees, the public, local, state and federal agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
