OVERVIEW: The Transportation Manager is responsible for the effective and efficient administration of all programmatic functions of the Lower Elwha Klallam Tribe's Tribal Transportation Program, including but not limited to program administration, transportation planning, construction and maintenance projects, transit operations, as well as, management of budgets and grants that fund these programs.

WORK LOCATION: Lower Elwha Reservation, 760 Stratton Road, Port Angeles, WA SUPERVISED BY: Community Development Director

POSITION STATUS: Full Time (40 hours per week)

WORK SCHEDULE: Monday-Friday, 8:00am-4:30pm

SALARY LEVEL: $25-$30 per hour, Dependent Upon Experience

Duties and Responsibilities

  • Work with LEKT Tribal Council to prioritize and annually update Lower Elwha Transportation Improvement Projects.
  • Submit LEKT priorities to the federal Transportation Improvement Plan process for review and approval.
  • Implement transportation construction projects, including roads, trails, and transit facilities through community review, rights-of-way acquisition, environmental permitting, and engineer and construction contract management.
  • Manage Elwha Transit and supervise Transit Driver.
  • Develop Tribal Transportation program budgets, cost summaries, annual work plans, and other materials required to successfully implement the program.
  • Maintain all program related funding contracts, agreements and grant or contract files, including but not limited to progress reports to funding agencies; annual budget with submission to Council review; performance and inspection schedules; modifications and close-outs.
  • Provide ongoing tribal engagement on technical transportation issues and program policies with Federal Highway Administration (FHWA), Bureau of Indian Affairs (BIA), Washington State Department of Transportation (WSDOT), Clallam County, Clallam Transit System (CTS); Peninsula Regional Transportation Planning Organization (PRTPO); Tribal Transportation Planning Organization (TTPO); and other transportation organizations.
  • Create partnerships and collaborate with federal, state, county, other transportation stakeholders to maximize opportunities to implement the Tribe's transportation improvement priorities.
  • Read, interpret, and apply Tribal and applicable Federal and State rules, regulations, and guidelines.
  • Maintain and update Lower Elwha Klallam Tribal Long Range Transportation/Transit Plan.
  • Increase the capacity of tribal labor forces to plan, construct or repair and manage tribal trails and roads.
  • Travel throughout the state, region and the United States to carry out program management responsibilities.

Other duties as required.

  • Supervisor Responsibilities: The Transportation Manager will be under the direct supervision of the Community Development Director and seek guidance and direction for carrying out various program functions and projects from the Executive Director, and the Lower Elwha Klallam Tribal Council. The Transportation Program Manager will be responsible for providing direct supervision to Tribal Transportation Program maintenance and transit staff.

Specific Education/Experience:

  • Bachelor's degree in transportation planning, civil engineering, public administration, , or other related field. Three years or more of progressively responsible experience in any combination of the fields such as transportation planning, contract management, program implementation or other related field.
  • Master's degree in the above cited study areas with one-year work or internship experience also welcome.
  • Experience with employment or internship related to tribal transportation welcomed.
  • On the job training related to FHWA Tribal Transportation Program and Bureau of Indian Affairs Government to Government Agreements will be available

Desired Qualifications:

  • Proficiency in primary computer applications (WORD, Excel, Power Point) and basic knowledge of computer mapping.
  • Ability and willingness to manage dynamic, multi-faceted program responsibilities.
  • Ability to interpret and apply Tribal, Federal and State rules, regulations, and guidelines.
  • Ability to relate well to community members, other staff members, and agency representatives.
  • Possess well-developed verbal and written communication skills and abilities.

Conditions of Employment:

  • The Manager is subject to the Tribe's Drug and Alcohol Free Work Place Policy including pre-employment screening.
  • Must have a valid Washington State Driver's License and be insurable under the LEKT policy.

PHYSICAL REQUIREMENTS:

  • Requires standing, sitting, stooping and bending intermittently
  • Requires ability to life 30 lbs.
  • Requires ability to see/understand colors, alpha numerical chart systems and visual acuity.
  • Requires ability to hear and understand verbal instructions.
  • As with all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring.
